With the growth of the national economy, the construction of highway continues to accelerate, and the mileage is increasing. At present, China’s highway mileage ranked second in the world after the United States. According to "the highway construction plans and long-term planning from2013to2017" of Guangdong Province, The goal of "every county is connected by highway" will be achieved by2015, and the mileage of highway will be above6800km until the end of the "12th five-Year" period. In the year of2017, the mileage of highway will reach8000km. The rapid development of the highway industry, fierce debates about that whether the country should abolish highway fees.are aroused among the academia and civil. With the development of democratic society, ways of the government providing public goods are more and more diverse. the development and implementation of various policies will set "stable, riding, conducive" as the main starting points. From this perspective, how to solve the problem of increasing the corporate transportation and public travel costs caused by highway toll system, will be a key factor affecting the development of the highway industry.As China’s first region to use the management system that construct highways by loans and charge for the repayment, Guangdong province has a strong representation of research. Therefore the author select the development and reform of Guangdong province highway toll system as the main object of this study, describe the development and the current operational management situation of Guangdong province highway industry in detail, and include the reason for existence of highway toll system, and problems existing in the process of system reform.It is a long history about the development of highway industry in western developed countries, and the system construction is more consummate than our country. This article will describe three cases of western developed countries, such as the American model based on highway users taxes, the German model based on petroleum tax and vehicle tax, as well as the British model based on general financial resources, in order to indicate the financing model and the highway toll system in western developed countries. In addition, there is quite different among the highway management systems of different provinces inter our country. The author also quote three domestic cases to indicate the domestic financing model and charging system in some provinces of the country highway, such as the Liaoning mode of non-administrative integrated management, the Sichuan mode of centralized enterprise management, and the the Hainan mode of tax reform, in order to provide new ideas for the reform and development of Guangdong highway toll system.Finally, the author accounts that the operating ideas of Guangdong provincial highway industry will be improved and reformed with the democratic society developing and market economy system constant changing, either in the short-term or long-term planning trends.To ease the contradiction between economic nature and social nature of highway, the government should apply different investment management modes, based on expanding the privatization of highway constructing and operating mode. And explore the scientific ways of the social capital investment in highway construction and maintenance, by increasing government spending, improving the pricing policy, innovating financing system, increasing the proportion of repayment, and integrating national policy, expert opinions, public opinion and business advice as the reform security, in order to change the situation of highway industry entirely depended on bank loans.
