After UN climate conference in Copenhagen of Denmark and the Cancun Conference in Mexico, the concept of low-carbon economy win support among the people, the development and the life of low carbon has become a part of people’s life. In our country, the understanding of low carbon economy also from negative, suspicion to know gradually understand, to actively push forward, especially in recent years, the state leaders actively committed to fight against global climate change, developing low-carbon economy in various occasions, the Chinese government has promised that by2020it will cut down emissions per unit GDP by40%~50%relative to2005in the international public, the low carbon economy in Chinese become the focus of international concern and the hot topic in the domestic.In the case of existing economic structure in our country, the pressure of energy supply and environmental issues will become the important restriction factor in the development of economic, become the bottleneck of slowing down China’s economic development. Through the international comparison, we conclude that the most realistic and effective way to develop the low-carbon economy is to save energy and reduce carbon dioxide emissions. But the development of low-carbon economy cannot do without the development of low-carbon supply chain, this is because the product in the supply chain from design, production, packaging, transportation, distribution and consumption, waste recycling and reuse is inseparable from the carbon dioxide emissions in the whole lifecycle. In the study of low-carbon supply chain, the enterprises have to face the problem of its performance evaluation.Based on widely collected domestic and foreign scholars on the low-carbon supply chain and the supply chain performance evaluation theory, combining with the supply chain operations reference model, using the balance scorecard theory and the multi angle, multi-level analysis method, first to define the definition of low-carbon supply chain, and further analysis of the connotation and the theoretical basis of low-carbon supply chain, discusses the concept of performance evaluation, the function and content in low carbon supply chain, and then on the basis of related theory research, from the financial situation, operational performance, customer service, development potential and lower-carbon green five aspects to construct the performance evaluation index system of low-carbon supply chain, as well as the network level analysis of performance evaluation of low-carbon supply chain model based on ANP, finally the model used in Chinese Oil and Petrochemical Company in Qingyang for empirical research, analyze its low-carbon supply chain management performance, and concluded that the company low-carbon supply chain management performance evaluation model is good, the enterprise is taking certain measures to solve environmental problems and coping with environment problem positively, which in the future other enterprises to implement low-carbon supply chain management can be a good reference.
