Study On Regional Synergistic Mechanism Of Water Pollution In Huangpu River

With the rapid development of Chinas economy, environmental degradation isconstantly worsening, and water pollution has become one of the major problems ofthe current water crisis. As the water resources have flowing, cross-regional featuresas well as externals that the water pollution itself has, only relying on individual localgovernments within the region is difficult to solve the water pollution problem in theentire region. Thus, it requires effective management of regional water pollution.Effective governance depends on building effective mechanisms of regional waterpollution administration.Huangpu River is Shanghais "mother river". Though Huangpu River’s pollutionhas been controlled effectively and there is a certain improvement in water quality,there have been water pollution incidents seen in newspapers constantly. Theseevents should arouse our attention and reflection. In March2013, Floating-Dead Pigon Huangpu River not only drew nationwide attention, but also sounded the alarmfor the Huangpu River water pollution controlling. This event is across Shanghai,Jiaxing, Zhejiang and other areas involving environmental protection, multipledepartments’ water, agriculture, etc. In the disposal, it reflected many problemsincluding intergovernmental relationships, the implementation of policy, functionsand responsibilities, information exchanging, regional linkage and so on. To deal withthese problems, it needs a stable and orderly mechanism as well as building acomplete system. How to establish such a system is the effective way to solve thisproblem.This article puts the Huangpu River Regional Synergic governance as the key tosolving the problem of water pollution in the area. Firstly, in order to find atheoretical basis for regional synergy Huangpu River pollution controls mechanisms,the article elaborates comprehensively on the theory of cooperative governance andsynergic governance in the study area. Secondly, it examines the status of theHuangpu River and Huangpu River Pollution synergic regional governancemechanisms from a practical perspective. And then it tries to find the problem in the area of the Huangpu River pollution synergic governance mechanisms and the causethrough floating Floating-Dead Pig on the Huangpu River. Finally, on the basis ofreflection and summary of the article, the author puts forward his ownunderstanding and insights to perfect the synergic governance mechanisms ofHuangpu River polluted areas.
