Land resources is a valuable resource that nature gives human, it is the source of life and the basis for human survival and development. Although China has a huge land area of9.6million square kilometers, large population makes per capita area of arable land low, which becomes a contradiction between people and countries. Meanwhile, China is the world’s largest country in coal production and consumption, coal accounts for about65%of the national energy production and consumption. Coal is the essential material basis of our social and economic development and people’s livelihood security, but with heavy coal exploitation, mine environment disruption and land damage become the reality we have to confront. In the period where land resources are of prime importance, reusing land resources through the reclamation and re-development of coal mining area can both ease the increasingly prominent contradiction between people and land, implementing the basic national policy that "cherish and rational use of every inch of land, protecting arable land.", and to achieve a reasonable exploitation of mineral resources, promoting the coordinated development of national economy and society. This research takes the old fort mine land reclamation in XUANWEI as the sample, based on the understanding of natural and socio-economic conditions of project area, using ArcGIS and other GIS related software and programming languages such as C#in the study of mine subsidence damage prediction and suitability evaluation of subsidence land reclamation. Among them, the suitability evaluation of subsidence land reclamation is mine land reclamation work in assessing the suitability and fitness for the utilization direction of agriculture, forest, grass, etc. It’s the basis of land reclamation decision-making and improvement measures selection. And the mining area land subsidence damage prediction which can simulate the ground displacement and deformation above Gob is the premise of the suitability evaluation of subsidence area reclamation. In the research of coal area subsidence disruption prediction and the suitability evaluation of subsidence area reclamation, this article provides credible GIS solutions and strives to make it more rational and accurate through research and improvement. It uses ArcGIS to build mine DEM, provides a more intuitive and efficient GIS operation for common calculation method in delineating subsidence area which uses ground movement angle range to compute ground horizontal moving distance. It develops the prediction program for mining subsidence based on probability integration model, with expression and analysis of ArcGIS, it can realize the prediction and analysis of mining area’s visualization and multifunction. It develops Rapid modeling approach which based on ArcGIS and FLAC3D, which can quickly import ground GIS model to Geotechnical mechanics. By using numerical simulation of mechanical it get the subsidence displacement contours, importing it back to ArcGIS and make spatial analysis, it provides an appropriate method for mountain coal mining area subsidence forecast. It comprehensively analyzes the geographic condition in program subsidence disruption area, selects evaluation factors according to local conditions, and uses AHP to conform the weight of each factor. It utilizes GIS method to accomplish comprehensive index method-basing land suitability assessment, and gives quality grades for cultivating suitably land, makes statistics and comparative analysis for area before and after reclamation of the suitability evaluating district. The results show that GIS method has clear advantage in the reclamation project of coal mining area, it can increase visual degree during analysis, decrease the difficulty of simulating prediction and maps analysis, improve accuracy in spatial analysis and statistics, and finally provide powerful support for scientifically devising solutions for coal mining area’s reclamation.
