With the implementation of major national development strategy, the rapidgrowth in demand for all kinds of projects in the sea, marine development andutilization of the range and intensity of constantly expanding, with oceancontradictions have become increasingly prominent, land-based pollution andpollution at sea discharge total amount increases continuously, the marineenvironment severe challenge. In order to effectively prevent and respond to marineenvironment risk, reduce the adverse effects of marine environmental risks, must befind out of marine environmental risk source, risk type, grade and clear the possibleconsequences, built the theory and scientific assessment system, put forward themarine risk management priorities, offer the decision basis for risk prevention anddisaster prevention and reduction.At present, research on marine environment risk assessment in only single typeof risk, but a comprehensive assessment for marine environment risk is still blank.This paper is based on a larger number of literatures, summary of the previous’researches on risk assessment, and defined the methods on the research. Accordingto the main types and characteristics of marine environmental risk, explained thebasic definition and theory foundation of marine environmental risk, put forward themarine environment risk assessment content, procedures and methods.As the focus of this paper, we initially built the marine environment riskassessment index system, explained the meaning of each index, quantitative methodsand classification principle. We discussed the marine environment risk assessmentmethods, the AHP and Delphi Technique combined to determine the index weight,using the AHP-fuzzy assessment method combined to quantize, lays a foundation forthe application of marine environment risk assessment.This paper takes Tianjin City as an example to demonstrate the marineenvironment risk assessment theory and method whether or not had the feasibilityand maneuverability. By conducting major marine environmental risk identification,find out risk source distribution and characteristics in Tianjin city. We dividedTianjin sea area into a plurality of evaluation unit to assessment. By calculating, wefound out harmful algal blooms and hazardous chemicals in a low risk level, oil spill in the medium level of risk. Thus, the marine environment is in the medium level ofrisk in Tianjin City.The assessment index system and the assessment model in this paper can beused as the development of regional marine environment risk assessment forreference guide. Based on the spatial analysis and raster overlay method of GIS, wedraw out all kinds of integrated marine environment risk assessment map. It canshow the distribution of regional assessment unit risk level clearly, and disaster andprovide scientific basis for the relevant decision-making risk prevention and disasterprevention and mitigation.
