Study On Environmental Risk Assessment And Prevention Countermeasures Of Dagushan Peninsula Harbor Sea Area

With the rapid development of the national economy in China,the industrial layout of China's chemical industry park presents coastal characteristics.But the sudden explosion of both Dalian Xingang oil pipeline in July 2010 and Guangdong Daya Bay petrochemical area oil depot in July 2011,plus the xylene leak accidents of Tianjin Lingang Siduoerte co.LTD.on January 25,2012,make the coastal environmental risk becomes the focus of attention.Therefore,it is necessary to carry the environmental risk assessment and the investigation and analysis of emergency plan in coastal area.This article take the coastal area of the environmental risk of Dagushan Chemical Industry Park as research object with a lot of information and on-the-spot investigation.After sorting out the data of the present situation,planing,channel,anchorage,storage and transportation of Dagushan port area,the paper achieves project risk identification and the environmental protection target.And by the analysis of accident statistics,it gives out the typical accident situation.It sets up research scenarios and carry out source item analysis(quay,channel,offshore outfall)through the analysis of domestic and foreign port oil spill data,simulates the actual sea tide through the hydrodynamic model and flow field prediction and calculation(project flow calculation using MIKE21 software).The diffusion of oil and chemicals in the ocean tide has been verified through the measured value and results of comparison under different meteorological conditions,and by prediction of the drift path of the leaked oil and chemicals,it determines the possible sea area of pollution and the largest migration area.At last,based on the result of simulation and analysis,it makes additions and adjustments on the existing coastal environment risk prevention and the emergency measures of the chemical industry park,to improve its level of reaction and disposal after the accident,gives it the ability to propose specific contingency plan,which will play a positive effect on the environment of the chemical Industry Park on coastal area and the sustainable development of the economy.
