Water is the Cradle of life, which is the lifeblood of human survival and development. In 21st century, the drought, the water shortage and the deterioration of water environment have become the most sensitive global water environment issues. In recent years, the economic development and the urbanization have brought a series of water environment issue and further aggravate water shortage. All the issues have drawn wide attention and restricted economic and social development in some areas. The water environment issue is so serious that prevention and control of water pollution, protecting water resources, improving the water environment and water ecological restoration will become an important theme of economic and social development.In order to improve water environmental in Jiangdong District, according to water function zoning of Jiangdong District, the paper combined with macroscopic analysis and microscopic analysis method to assess the water quality of the river and lake. Based on field research data and statistics, non-point source pollution in river basin was analyzed systematically, and analysis results showed that backward water treatment facilities and wastewater pollution of life and livestock were the main water environment problem. The regional water environment capacity was analyzed by using quantitative analysis method. It used one-dimensional de Saint-Venant system of equation and Puliesiman four-point implicit difference scheme to flow model parameters.Then it calculated the water environment capacity by using Street-Phelps water attenuation formula and zero-dimensional model formula. The results of water pollution trend forecast showed that sewage pollution was the main reason of water pollution in future. By combining with water environmental capacity and analysis of water environmental impact, it showed that water bearing capacity wouldn’t sufficient in Jiangdong District in future. Finally, it draw up several water environmental protection measures. All measures include improving urban sewage treatment levels, promoting integrated governance of water environment in the key river basin, strengthen the development level of the green industry and improve emergency response capability of water quality monitoring.Basing on the development plan and environmental protection plan in Jiangdong District, the paper proposed effective water protection and management strategies by analyzing with water environmental capacity, pollution trend forecast, water environmental impact and watershed economic development planning. It provided a scientific basis and technical support for the sustainable social and economic development of Jiangdong District.
