Our country for many years of extensive, high consumption, resource dependent way of economic development has been causing the deterioration of environment and resources bearing capacity, coupled with the enterprise environmental compliance costs higher than the cost of illegal system defects, such as environmental pollution getting worse in China more and more heavy, fog the emergence of a wide range, the problem such as global climate warming has profound influence to the human survival and economic sustainable development.In 2013 China’s coal consumption of3.61 billion tons, accounting for 50% of the world’s total coal consumption and oil consumption of 514 million tons, the second largest in the world, and since 2014,China’s GDP growth continues to slow.Too much energy and resources consumption,environmental pollution threat to the survival security problems, has become one of the important factors of economic development in our country.In such cases, a low carbon economy become a common consensus on the social development route.The fossil energy consumption and carbon dioxide emissions will become an important aspect of affecting China’s economic and social development.With the implementation of the strategy of west development, the second industry become is stimulating the development of western economy, also is the main contributor to carbon emissions.Compared to the third industry is developed in central and eastern, the development of manufacturing can obviously reflected in the GDP,for studying the relation between economic growth and carbon emissions are reduced.Based on the above consideration, this article through to the western region in 11 provinces from 1994 to 2013, the relevant data analysis, with the main carbon dioxide emissions from fossil energy consumption, as analysis indicators, using quantitative and qualitative analysis method to explore the carbon intensity and dynamic analysis of the relationship between economic growth, in order to ensure the accuracy of the conclusion, this article first from two dimensions of time and cross section, using the panel model test method, study the western carbon EKC curve, in order to estimate in the western region carbon emissions intensity and the relationship between economic growth tendency.Secondly, on the basis of building the VAR model, the analysis of thedynamic relationship between the carbon intensity and its influence factors, and to explore the contribution of carbon emissions intensity and the influence factors of relationship.Through dynamic research two relations, carbon emissions and economic growth on the one hand, enrich the theory of low carbon economy development in theory.On the other hand for a better route to provide feasible path to realize low-carbon development.Specifically:The first part: mainly introduces selected topic background and significance,research methods and research content, the paper innovation points.The second part: the research status at home and abroad were summarized, and the previous studies of relationship between carbon emissions and economic growth theory made a more detailed review, a brief evaluation, for the back of the theoretical basis for empirical analysis.The third part: carbon emissions and economic growth analysis in the western areas.1.
