Study On The Problem Of Environmental Pollution Governance In Rural Areas From The Perspective Of Multi-center Governance

With implementing "new socialist countryside construction","beautiful countryside construction" and " the strategy of rural rejuvenation",the environmental pollution control in rural area has made significant progress in the practical level.However,in the long term,the environmental pollution control in rural area has not had remarkable effect.In order to meet the requirements of developing new socialist countryside,we have to put enough emphasis on the environmental pollution control.The environmental pollution control in rural area is a complex and systematic project.Constructing the beautiful countryside is based on how to manage the current situation of rural environmental pollution,realize the harmonious coexistence of man and nature,and improve the living environment in rural areas.Based on the multi-center theory,this paper applied sociology and environmental science,and systematically analyzed the current situation of the environmental pollution control in Tuquan County,Inner Mongolia and analyzed the problems and difficulties faced in putting rural environmental pollution control into effect,including the default of government in environmental governance,the imperfections of relevant laws and regulations of environmental pollution control,lack of supervision and management mechanism,the weak awareness of environment protection of enterprises,relatively serious illegal production,lack of concept of cooperation in enterprises cooperating with social organizations.Social organizations are lack in participating in the environmental pollution control in rural area,and the guiding and enhancing mechanism is inadequate.The awareness and the capacity of the public of participating in the environmental pollution control in rural area is not adequate and their right-protection awareness is poor.In order to achieve a good effect,we must establish the concept of "multiple control" in environmental pollution control in rural areas and point out multi-center governance as the key to solving the environmental pollution problems in rural areas.From the perspectives of all subjects,the government should clarify its responsibilities of environmental pollution control in rural areas,improve the relevant laws and regulations,and strengthen the general management of rural environmental pollution.It should make good use of the market mechanism in environmental pollution,and introduce the responsibility of environment protection into the strategies of enterprises.And it also should actively develop and guide social organizations to devote themselves to rural environmental protection and strengthen their support with social organizations.At the same time,it is also important to enhance peasants' awareness and ability of participating in environmental governance.In all,we should establish a cooperative relationship of multi-subjects in the environmental pollution control in rural areas,and cooperate with each other to strengthen communication to form a benign complementary mechanism and work together to implement environmental pollution control in rural areas.
