As one of the most closely land type to human beings’ production and living relationship, urban-rural construction land’s strength and speed of expansion is not only the sign of level regional economic development, but also somehow reflects the improve of social productivity and social welfare, it may still cause regional environmental problems in a period of time, also make socioeconomic and ecological survival of human beings unsustainable, such as some areas emerge quality arable land decreased, soil and water pollution, destruction of vegetation, soil erosion, etc. How to properly coordinate the relationship between urban-rural construction land expansion and ecological environment protection has become a major issue of the development of a green economy, ecological economy and achieving sustainable development. Hohhot as the capital city of Inner Mongolia, along with the rapid socioeconomic development of each industry, like the site area of urban land and Infrastructure land gradually expanding, so it is necessary to depth research the cities and districts’ ecological environmental conditions and coordination, in order to provide policymakers a theory of future rural development and environmental protection of Hohhot. It also promotes the social, economic and ecological sustainable development of Hohhot.This paper is based on Inner Mongolia natural fund project "Hohhot ecological environment stability study under the land use pattern(2012MS0623)". Hohhot as study area, the data from 1996 to 2012 related to urban-rural construction land, social and economic development, ecological environment is collected. Socioeconomic development factors influencing urban-rural construction land expansion are reached conclusion with the correlation analysis, which are applied to evaluation system of coordination about urban-rural construction land expansion and ecological environment. Following with theory, the coordinated development situation of study area is calculated and analyzed by the coordinated development evaluation model in 1996,2001,2006,2012. From the perspective of regional differences, the coordinated development of all counties is discussed in 2012. Finally, according to the zones divided by coordinated development, some countermeasures are proposed. The main research results and conclusions are:(1) Study of urban-rural construction land expansion from1996 to 2012With steady expansion of urban-rural construction land for the duration of study, the net increase of the whole scale is 35568.29 hm2. The rate of expansion is different every year. Expansion circumstance can be divided into three phases: 1996-2001, 2002-2008, 2009-2012; From the two grade class of construction land, the number of urban land or rural residential land is increasing. The proportion of urban construction land occupied by the former is increasing year by year and the proportion of the latter is declining. The quantity of independent industrial and mining land firstly increases and then decreases and levels off at last. Various types’ expansion of urban-rural construction land takes on obvious difference in the space. The increases of urban land are relatively concentrated in Hohhot city center, the location of all counties’ government, development zones. The distribution of rural settlements’ increases scatters. Mining sites’ increases are located in the outskirts of the city, the development zone. The change of urban-rural construction land presents widely different over time in all counties.(2) Study on the social and economic development factors of urban-rural construction land expansionBy correlation analysis, and greater More closely relevant indicators with urban-rural construction land expansion are the first industrial added value’s ratio in GDP, the proportion of secondary industry added value in GDP, per capita net income of farmers and herdsmen, per capita disposable income in urban, per capita GDP, per capita social fixed assets, the third industry added value’s ratio in GDP, per capita revenue, Total retail sales of social consumer goods. The various factors’ influence on construction land is different in all counties at different times.(3) Coordination evaluation system and model construction about urban-rural construction land expansion and ecological environmentAdopting the comprehensive evaluation method and considering socioeconomic development factors of urban-rural construction land expansion and the present situation’s characteristics of ecological environment in the study area, coordination evaluation index system of urban-rural construction land expansion and ecological environment is established. The target layer includes urban-rural construction land expansion subsystem and ecological environment subsystem. The criterion layer includes expansion degree, economics, industrial structure, social benefits, ecological environment conditions, ecological environment control, ecological environment construction. It is a total of 22 indicators. At the same time, the coordinated degree model and the coordinated development degree model are established.(4) Study on the coordinated degree and coordinated development degree of urban-rural construction land expansion and ecological environmentThe coordinate values are all high in 1996, 2001, 2006 and 2012. The subsystems’ coordination between urban-rural construction land expansion and ecological environment is in good condition. The values are considered as good-quality coordination level. The values of coordinated development are lower. The coordinated development level of whole system constituted by two subsystems is lower. Coordinated development type belongs to the imbalance recession class in 1996 and the transition class in other years. The whole system’s coordinated development trend index is 1.31 in 2012,which shows that the coordinated development trend is to growing state. From the spatial difference of coordinated degree view, Tumotezuo Banner, Helingeer County, Hohhot city are classified as excellent coordination. From the spatial difference of coordinated development degree view, Hohhot city belongs to coordinated development class; Tumotezuo Banner belongs to the transition class; others belong to imbalance recession class.(5) The coordinated measures about urban-rural construction land expansion and ecological environmentBased on the coordinated development Types, countermeasures are proposed to improve the whole coordinated development level of the imbalance recession area, coordinated development area, the transition area.
