A comprehensive understanding of the status of water environment and hydraulic of "the three horizontal and eleven vertical" inland river of Cixi city were conducted based on the field investigation, measurement, analysis and calculation.The city river flow situation was also quantitatively grasped based on the numerical simulation. The "intermittent water transfer" and "continuous water transfer" program was developed considering the improvment of water environment and hydraulic,the adequacy of the influent and the economy of the water transfer and distribution. The program of "simultaneously water distribution" and "alternately water distribution" was developed according to the difference of the water diverted. The appropriate of distribution water and flow rate of different programs were determined according to the short-term and long-term water quality improvement goals. And, the improvment of water quality was estimated. The characteristics of city river flows were analyzed based on the simulation of the hydraulic characteristics under different flows and controling water levels. It was found that the mean velocity in section was low. The capacity of water self-purfication and self-restoration improvment were not high, and it depends on the hydraulic conditions. However, it was found that the suggested distribution flow not only meet the security standards of the water transfer and distribution, but also laid a good foundation for the engineering techniques of water transfer and distribution, dispatching and operation and other supporting ones in future.
