Research On Deadline Governance System

With the environmental issues drawing more and more attention of the society, Relevant environmental legislation in China is constantly being improved. The Deadline Governance System was set up as an environmental management system with Chinese characteristics under the general conditions of the country. Deadline Governance System plays an important role in controlling of an increasingly severe environmental pollution effectively and efficiently, and a huge number of environmental pollution events had been prevented in the urban and rural areas of the country. However, with the update of environmental protection concept in recent years and China’s rapid social change? Deadline Governance System has deviated from the original expected legislation, showing insufficient enforcement, lack of efficiency and other weaknesses in practice field, and even a lot of negative impact on the environment, lawmakers have begun to adjust relevant provisions of the Deadline Governance System to adapt to today’s new situation.The thesis consists of two main parts which are the introduction and body part.The introduction analyzes the research background, including the current situation of Deadline Governance System and the revision of new Environmental Protection Law. The Exposure Draft was posted online for public review. Then it describes the author’s writing ideas. The body part is composed of three chapters:Chapter One, Chapter Two and Chapter Three. Chapter One introduces the concept of Deadline Governance, history, nature, main content, significance and so on. Chapter Two examines the current enforcement status of Deadline Governance Systems and makes analysis of the defects in existing law and the problem appears in practice fields. Then Chapter Three combines the latest revision of the "Environmental Protection Law (Second Draft)", sums up the progress in the Second Draft about Deadline Governance System revision, and on this basis, put forward her own proposals to improve Deadline Governance System in legislation and other aspects.
