On The Legislative Perfection Of Rural Household Garbage Classification System

With the growing problem of rural household garbage,the "urban-rural int egration" household garbage classification system has been unable to meet the needs of rural household garbage classification.But at present there is no speci al rural household garbage classification system,now basically copy the city.F rom the practical effect,the urban household waste classification system is not suitable for rural areas.The rural household garbage problem,should adjust m easures to local conditions based on the rural reality,on the basis of the local rural economy,which is based on the local agricultural industry,give full pla y to the rural self given the ability of living garbage,the rural household garb age on the resource,in the process of growing local agricultural industry to so lve the rural household garbage classification problem.The establishment of a systematic legal system for the classification of rural household garbage is an i mportant means to solve the problem of rural household garbage.Therefore,it is of great significance to improve the legislation for the classification of rural household garbage.In order to clarify the existing problems in the rural household garbage cl assification legislation and find out the implementation status of the rural house hold garbage classification system,it is necessary to carry out legislative resear ch on the rural household garbage classification system.By combining analysis of literature review and field survey for G county,Yi Chun city rural househ old garbage classification of legislative defects,and has carried on the thoroug h analysis to the cause of the defects,summed up the rural household garbage classification imperfect legal system,form a complete set of incentive mechan ism is not sound,imperfect legal system in three aspects.In view of the abov e three causes,this paper proposes Suggestions to improve legislation one by o ne to promote the effective implementation of rural household garbage classific ation system.First,by formulating a special classification system of rural hous ehold garbage,improving laws and regulations related to the classification of r ural household garbage and local legislation on the classification of rural house hold garbage,a systematic legal system for the classification of rural household garbage is established.Second,improve the incentive mechanism for rural residents to participate in the classification of household garbage through legislatio n,improve the incentive mechanism for agricultural technology to the countrysi de,improve the effective incentive mechanism for capital to participate in the classification of rural household garbage,so as to improve the incentive mecha nism for rural household garbage classification.Third,improve the rural househ old garbage classification supervision and management system through legislatio n,improve the rural household garbage classification publicity and education sy stem,improve the rural household garbage classification fund guarantee system,to improve the rural household garbage classification supporting legal system.In short,only by establishing a systematized and legalized rural household garb age classification system can we effectively promote the implementation of rura l household garbage classification and continuously improve the rural living en vironment.
