Study On Ecological County Construction In The View Of Ecological Civilization

Nation and local have introduced the different levels toward the ecological county(city, area) construction since the national pilots of the ecological county have carried successively out in 2003. As of April 2013, the national-level ecological counties have had a total of 45, and more than 400 provincial-level ecological counties have been approved. The ecological county construction has been progressing well. The construction of the ecological civilization has been as one view of the "five one" layout introduced in the 18 general Party, which has been treated as carrying out the scientific development concept. The construction of the ecological civilization has an unprecedented height. In the county level, to create a beautiful county, which bases on the theory of the ecological civilization and aims at the goals of the economic ecology, political ecology, cultural ecology, social ecology and technological ecology, has become a trend and new direction of the development of the county economy and society.There have a lot of evaluation indexes to the economic development, the ecological environment protection and the social progress formed in the national-level ecological county construction. However, the evaluation index system lacks the concept of the ecological science and technology, and has not yet forms the integrity and systematic process. So, the part of the ecological county construction is incomplete. In addition, due to the limitation of the county situations and the subjective and objective conditions, the ecological county construction lags, under powers and progresses slowly. In general, the ecological county construction has still a lack of the complete theoretical framework and effective analytical model in China.So:Firstly, this paper has an organic combination of the ecological civilization theory and the ecological county construction, and it emphasizes the ecological civilization theory as the theoretical foundation for the construction of ecological county and puts forward the new requirements to the construction of ecological county.Secondly, this paper, from the perspective of ecological civilization, thinks that there has a bottleneck in the ecological county construction process between theextensive economic growth mode and the intensive economic growth mode, has a prominent contradiction between the pursuit of economic growth and the limitation of county environmental capacity, has an problem which faces the propulsion of the ecological technology and overcomes the technical alienation, has an obstacle of the specific government, the financial security mechanism, the evaluation mechanism and the supervision mechanism. Resources, environment, science and technology and system are the four factors of smoothly operating the ecological county construction in China.Finally, based on the recognition of analysising the present status of the ecological county construction in China and summarizing the foreign advanced experience of the ecological county construction, this article puts forward the top design, improves the innovation of the ecological county construction system and mechanism, improves the ecological service function of the government, promotes the ecological technology, and set up the technical support system, the economic accounting system, the evaluation index system and the development of circular economy, establish the green consumption, builds a green ecological county.Chang Shu City, JiangSu Province, as one of China’s first batch of national-level ecological county, it includes the economy, politics, science and technology, culture,social various aspects. The article selects the case and carry on the thorough analysis to support that.The research of the ecological county construction under the perspective of the ecological civilization in China is not only necessary, but also feasible. At present, the research for the ecological county construction provides the effective theoretical framework and the analytical model, and lays a foundation for the future East Midwest to proceed the specific research and the comparative research of the ecological county construction.
