Industrial Pollution Reduction Efficiency In Hebei Province And The Provincial Comparison Research

In our nearly 30 years of industrialization process, "High input, high pollution, high consumption and low efficiency" model of economic development, making the environmental pollution problem is getting worse, industrial pollutants emissions increased year by year. In particular, the problem of pollution caused by the rapid development of the industry, has become one of the important factors that affect human living environment. There are hundreds of types of industrial pollution, the main pollutants are air pollution, water pollution, solid waste pollution, etc. Compared with other forms of pollution, control of industrial pollution, improve the efficiency of industrial emissions, play an important role to improve economic development and improving people’s living standards. Hebei province is a heavy industry province, industry promotes the economic development, but also high-polluting industries. Therefore, Hebei industrial pollution abatement efficiency study has important practical significance and theoretical reference value.In this paper, based on the advanced experience of domestic and foreign industrial pollution reduction, analyzed the current situation of industrial pollution in Hebei province and the existing problems. Then, based on the principles of index system building, built the index evaluation system, and collected and analyzed the industrial pollution index data. At the same time, in view of the weaknesses that the traditional C2 R model in data envelopment analysis decision-making unit can only be divided into two types of effective and non-effective, can not further distinguish the effectively decision-making unit and sort them, and proposed the improved DEA performance evaluation model of enterprises independent innovation. Finally, the use of DEAP software calculates the nearly 9 years in Hebei province industrial pollution reduction efficiency as well as the country’s 31 provinces and cities nearly 3 years industrial pollution reduction efficiency, and analyzes the Hebei industrial pollution reduction, and based on the analysis of industrial pollution abatement activities in Hebei province proposed countermeasures.The empirical results show that although the industrial pollution reduction level increased year by year in Hebei province, industrial pollution reduction achieved greater achievements. But compared with other provinces, there is still much room for improvement. Industrial pollution reduction efficiency still lags behind other provinces and cities in Hebei province, in the national industrial pollution reduction efficiency at the lowest ranking, industrial pollution reduction in redundancy or deficiencies. Delve into its reason mainly is: the industrial pollution control investment and project operation number cannot be a good match output of industrial pollutants, so that the high emissions and energy intensive industrial pollution has not been well control and improvement;Industrial pollution reduction of capital and technology strength is insufficient, etc.
