In recent years,with the rapid development of the economy and the continuous innovation of science and technology,China's industrial development has maintained a very high speed and steadily advanced,and achieved remarkable achievements.However,this extensive development model based on scale expansion promotes industrial development through substantial input of material resources,which inevitably leads to a large number of social and environmental problems.For example,the resources invested are wasted,and the unsatisfactory industrial waste water and waste gas discharged at will pollute the surrounding environment.In 2016,the state promulgated the "13th Five-Year Plan for Energy Saving and Emission Reduction",which clearly pointed out that it is necessary to implement the basic national policy of saving resources and protecting the environment,improving energy efficiency and improving the quality of the ecological environment as the primary goal,accelerating the construction of an environment-friendly society.Therefore,it is necessary to carry out industrial pollution control performance evaluation to help decision makers analyze the current situation of emission reduction and provide directions for improvement.This paper analyzes the efficiency of China's industrial pollution discharge and treatment.Firstly,based on the classic DEA model,the undesirable output processing method based on the exponential model is proposed to empirically analyze the energy efficiency of various industrial sectors in China.The results show that the efficiency value of most industrial sectors is not high,and the main reason is that the industry waste water and waste gas emissions are too high.Taking into account the different status quo of non-effective industries,we set targeted improvement targets through quantitative calculations.In addition,in the aspect of industrial pollution treatment,we use a three-stage DEA model to eliminate the environmental factors of economic development and urbanization,and analyze the efficiency status of industrial pollution control in each province.Considering that industrial waste water and waste gas are often treated by different production parts,their operational efficiency is also different.We use parallel DEA models that consider undesirable outputs to calculate.The results show that economic development and urbanization significantly affect the efficiency of industrial pollution control,and the efficiency value is obviously affected by the region.Based on the above empirical results,this paper also proposes policy recommendations for the government from the perspective of industrial pollution discharge and treatment.The research results of this paper have an important role in promoting industrial emission reduction and improving industrial pollution treatment efficiency.
