The Analysis Of Marine Environmental Governance Mode Reformation Under The Perspective Of Ecological Civilization

The 21 st century is the century of ocean. The major coastal countries in the world gradually established their own marine policies. Keeping pace with the time, our country timely put forward maritime power strategy which is to exploit the marine resources in order to develop the marine economy. Marine economic outcomes have been increasing in the proportion of the country’s economic development. But at the same time, it has lead a series of discordant problems. Facing with the harmful expansion of the environmental pollution and the ecological destruction, China has taken active measures to manage it. And now the marine environment has achieved steady development and the continued deterioration situation of the marine environment has been improved. However, the problems which include the sea water quality decline under the jurisdiction, the nonstandard overall marine environment near the outlet, the sub-health condition of the marine ecological system are still there.The common problems of the marine environment are enabled to get a radical cure under the traditional governance mode. We must abandon the governance of the marine environment in the industrial civilization Perspective which pursuit of economic efficiency only. In order to prevent and solve marine environmental pollution and ecological damage from the fundamental, and to achieve sustainable development of the oceans, we need to build environment governance whichis suitable for the new era of marine exploitation with the theory of ecological civilization. At present, there are three modes about marine environmental governance which are the end treatment, the recycling and the clean production cycle. The first two modes govern pollution after the formation of the production process. Clean production model also includes governance practices after the production process. It can manage pollutants from the entire process of production. But its view of governance is limited to the production process, and the range of control is relatively small. So the pollution of governance fail multi-angle. Governance of the marine environment affects marine environmental improvement. Comprehensive governance model is the most effective for governance of marine environmental pollution and ecological destruction from the perspective of ecological civilization. Using this model is not only beneficial to improve the marine environment, to promote the progressive improvement of the marine environment, and to achieve sustainable development of the marine environment. At the same time, it will further promote the building of China’s maritime power, provide a broader, more ecologically clean environment for China’s marine economy development. After analyzing the concept of ecological civilization and marine ecological civilization, this paper presents the concept of governance of the marine environment from the perspective of ecological civilization. It describes the relationship between ecological civilization and marine environmental governance from the perspective of consciousness, behavior, institutional and industrial civilization. It proposes five principles of governance of the marine environment, which is holistic, preventive, equality, initiative and persistence. Firstly, it analyzes problems about China’s marine environmental. Then through critical analysis to our traditional marine environment governance model, we can know the reason that traditional marine environment can not improve the marine ecological environment from the perspective of the management objectives, governance means. Lastly, we can propose governance model of the marine environment from the perspective of ecological civilization, and seek to promote the comprehensive governance model to find the real path.
