Study On The Countermeasures Of Marine Environmental Pollution Governance Under The Target Of Ecological Civilization

The problem of Marine Environment Pollution is one of the most importantenvironmental issues in21st century. And the governance of marine environmentpollution is intrinsic requirement of the building of ecological civilization. Thegovernance of marine environment pollution has become an important symbol formeasuring the degree of urban civilization and modern society.The governance of marine environment pollution has been spread out in thedeveloped countries after experiencing the crisis of industrial civilization. The UnitedStates Chesapeake Bay, the Baltic Sea and the Seto Inland Sea are the successful casesof the govern of marine environment pollution. And the results of governance is toimprove the marine environment, what’s more, the governance experiences availablefor reference are be formed. The governance of marine environment pollution need tobe improved compared to Western countries. Marine Environmental Law came intoeffect in1999, and it provides the legal basis for the governance of marineenvironment pollution. After more10years’ development, China’s marineenvironment pollution governance has achieved certain success, there are still manyhindering elements in governance. Facing the reality of marine environment pollution,the governance need the government, the public, enterprise and other aspects ofcommon efforts, and realize the marine environment pollution from “management” to“governance”.The thesis adopts a document analysis, a comparative analysis and other methods.And the thesis mainly analyzes the problems in governance of marine environmentpollution as following, the paradox between decentralized administrative division andintegrated marine environment, the dual role and irrational behavior of localgovernment in governance of marine environment pollution. What’s more, the reasons for the problems: the backward idea of marine ecology, the imperfection of legalsystem of marine environment pollution governance, the problems in managementsystem and so on. And author tries to solves them in three aspects which can bebenefit for the validity of the governance of marine environment pollution instrengthening propaganda of ecological civilization, accomplish the governance laws,and perfect the management mechanism. However, the governance countermeasuresof marine environment pollution in China still has a long way to achieve the goal.Being described as “the marine ecosystem has not yet civilized, the governancecountermeasures has a long way to go”.
