Recently, the oil spill accident has happened frequently, which has caused economic losses for the fishing, aquaculture and others, even seriously damaged the natural ecological environment of the ocean and coast. It is immeasurable about the damage of a serious oil spill accident to the Marine. So, studying the forecasting model of oil spill and creating a simple system of oil spill forecasting can provide accurate and intuitive prediction information, which can reduce the damage of oil spill accident to the ecological environment of the Marine and the impact on the social economy.Firstly, it analyzes the damage of oil spill accident to the ecological environment and the impact on the social economy; Secondly, based on the behavior of oil spill end-result, the environment dynamic factors are analyzed, such as the wind field, flow field, which affects the behavior of oil spill. It analyzes the processing of the meteorological data and the chart data; Combing with the characteristics of the Zhuhai sea, the prediction model is built with the principle of oil spill drift diffusion model based on the concept of “oil particle”. This algorithm of model is designed by C# and encapsulated in the DLL library, which can simulate the drift diffusion process of oil particles; At the same time, the display of results of the oil spill prediction is realized by using the Open Layers and Webservice; Finally, based on GIS, a simple system of oil spill prediction for Zhuhai sea is built, which combines C/S mode and B/S mode.In order to validating the veracity of oil spill prediction model and illumination of patterning prediction, a hypothesis method is utilized to predict oil spillage accident. The prediction result is validated by utilizing Arc GIS, which shows that the simulation is preliminarily right. Further, it indicates that the forecasting system can provide effective auxiliary decision support in a real emergency response of oil spill.
