Electronic Waste Recycling Management Main Body Responsibility Research

Electronic waste is the discarded electronic products by users, electronic waste contains a lot of poisonous and harmful substances, if not properly recycling management, detrimental to environment and health and safety. Electronic waste contains renewable resources, has potential value in use. Is electronic products production and consumption in our country, the lack of standardized recycling system for a long time, most of the electronic waste to small workshops, the illegal dismantling, cause resource waste and environmental pollution. To standardize management of the electronic waste recycling activities, China promulgated a series of related laws and regulations in recent years. But overall, the laws and regulations is not enough system, the management of electronic waste recycling all kinds of participation main body behavior, it is difficult to form effective incentive and restraint. Therefore, how to after the discarded electronic products, can effective recovery, need to clear the government responsibilities, producers, consumers, and other subject, in electronic waste recycling management in our country has many shortcomings. The European Union, the United States, Japan and other countries, however, the use of production responsibility system, in light of the specific conditions of the country develop in accordance with local laws and regulations on the management of electronic waste recycling, on the basis of using the experience of other countries, proposes that conforms to our country electronic waste recycling management main body responsibility reasonable obligation system. Look from the full text, this paper consists of three chapters.Part I: First clear the meaning and characteristics of e-waste, from the feature which we can see that e-waste is misplaced resources, as long as we can manage their recovery, we can turn waste into treasure; elaborated when assume their responsibilities, there’s another problem; there is legislation in this regard our current situation and problems of the laws and regulations.Part II: Solving the E-waste recycling introduced advanced management theory-extended producer responsibility system of the origin and characteristics, as well as the development of applications in the legislation of each country, which can be summed up advanced experience for our countries to address these issues enlightenment.Part III: In the recovery management process, based on the role of the position of each subject to scientific and reasonable arrangements to fulfill the obligations of each subject.
