Research On Construction Waste Reduction Economic Incentive Mechanism In China

In recent years, with the destruction of the environment, more and more people have focus on the problem of the construction waste. With the rapid urbanization, the large quantities of construction have been generated, which made the resources, such as land、steel, have been wasted. On other hand, the construction waste have lead the terrible damages to people via swirling dust, emission of toxic gas and water. Have started in 1980 s, the management work of construction waste reduction is running by help of government administrative policy. With the development of market economy, the government administrative policy become much less effective in attempts to bully the construction waste reduction to move in the direction it desires. The construction enterprises, whose goal is maximize profits, have not will to get the duty of construction waste reduction. As the result of it, the external economy effect made by construction waste has become the one of serious problem of us.According to the economy theory, as a “public goods”, construction waste has a strong external. The number of construction waste has increase rapidly year by year because the construction enterprises don’t want to take much resource on the research of waste reduction. How to make the externality of construction waste internalized has becomes the key point to the problem of reduction. Based on the external economy theory, the incentive theory and sustainable development theory, the papers build a new construction waste reduction economic incentive mechanism by comparing the current situation of construction waste reduction economic incentive mechanism at home and abroad and practice of other public goods.Firstly, based on the theories and practices about economic incentive mechanism, the paper makes a research on main mechanism roles and makes an analysis about the effectiveness of main mechanism subjects and methods by using the Cobb-Douglass Productive Function. Secondly, learn from the success of construction waste incentive system abroad, the paper puts forward some suggestions for the building and running system. Under the guidance of economy, feasibility, development and system principles, the paper build a framework of the economic incentive mechanism, which including three parts: time, reason and component parts. Thirdly, based on the analysis about the effectiveness of main mechanism subjects and methods, the paper puts forward some suggestions for the incentive models on different time. Finally, As support system for construction waste reduction economic incentive mechanism, the laws, authorities, finance, awareness and knowledge play important roles in solving the problem of construction waste reduction.
