A Study On The Valuation Of Air Quality Improvement In

As a part of environmental resource, clean air has value, so evaluating the value of the improvement of air quality has great significance in theory and practice. This paper first combs the theory and method of valuing environmental public goods, and then evaluates the value of air quality’s improvement in Qingdao through Contingent Value Method and Hedonic Property Values Method.In the Contingent Value Method, with the help of the questionnaire survey, we obtain the related data about the Qingdao city residents’ air quality awareness and willingness to pay for the improvement of air quality. By Logit model, we analysis the factor that influence whether to pay, then utilize Tobit model and adopt symmetrically trimmed least square model that is more suitable for error item which is non-normally distributed and heteroscedasticity. Then we use the commercial housing transaction data of Qingdao city,selects the built-up area of large real estate developers and rough house with the same design, and omits the construction characteristics of the sample in the Hedonic Property Values Method. It conducts the hedonic regression analysis through setting up multiple linear, semi-log, and log-log model.The estimate result shows that, The result of study show that the annual total pay amount of residents is 1.184 billion Yuan currently for improving the air quality. In the Hedonic Property Values Method. when air pollution index decreased one point,consumers are willing to pay more 185.705RMB/square meters for the commodity housing, which is equivalently to the 1.8% of the average commercial housing price in the same period. Finally we suggest that it’s more feasible to charge to residents to improve the air quality if the government increase publicity of the knowledge of air quality, raise residents’ attention on air quality, guide residents to form a good value judgment, raise residents’ satisfaction on air quality and enhance the transparecy of the use of funds.
