With the development of social economy, the destruction of the environment is serious. It can be predicted that the society will pay more attention on the environmental problems. From the enterprises perspective, whether they are going to reduce carbon emissions for corporate social responsibility, or they are forced to reduce carbon emissions for the external polices pressure (such as carbon tax, etc.). Whatever, Low carbon operation will be the only way. Transportation is an important source of carbon emissions, while vehicle routing problems is the fundamental question in transportation problem. In this paper, the vehicle routing problem is the research object, and the travel speed considering congestion, time-dependent road network and routing selection are incorporated into the model.The main content is depicted as follows:(1) We have reviewed the literatures about vehicle routing, low carbon logistic operations and time varying VRP. The research on vehicle routing problem considering carbon emissions are classified and summarized. Then the shortcoming of the existing literatures is analyzed. In this paper we present time-dependent dynamic vehicle routing with carbon emissions considering, which makes much reality sense.(2) The travel time and carbon emissions based on travel speed of vehicles are measured. Firstly, we make decomposition to the speed profile on phase. And then we present the convert of speed-travel time and speed-carbon emissions based on the departure time and the decomposition of speed. We also analyze the influence of speed profile on carbon emissions and provide the carbon emissions bound on the basis of carbon emissions model.(3) Models with multi-objective are constructed in emission time-dependent vehicle routing problem, which consist of the cost of the number of vehicles, travel distance, travel time and carbon emissions. The customers satisfaction based on the time windows is quantized and is incorporated into the model as a constraint. We also make a deep theoretical analysis to the model, which provide the managers a theoretical foundation for the problem.(4) Through the examined examples in express industry, proved the effectiveness of the model established in this paper. From the sensitivity analysis, it can be found that the customers’ location makes less effect on the emission, but the significant influence factors for carbon emissions is the congestion of the route.
