Our country is an agricultural country. Rural issues concerning "Agriculture, rural areas and farmers" have been the focus of attention of the party and the government, which greatly affects the process of building a well-off society and modernization. Agriculture is the foundation of economic and social development of the entire country. Without the great contribution made by out agriculture, there can be no economic independence or rapid industrial development of the country. Without the stability and overall development in rural areas, it is impossible to have a stable and comprehensive social progress of the whole country. No well-off farmers, no well-off people across the country. Rural economy has made remarkable achievements in China since its reform and opening up, and tremendous changes have taken place in the country. In order to further promote the development of rural areas, the party and the government proposed a new rural construction policy. With the implementation of the new policy in rural areas, rural environmental pollution problems have become increasingly prominent.Due to several outstanding factors, environmental pollution in rural areas is becoming worse and worse. Among them, insufficient attention on environmental management and protection, inadequate government investment, weak awareness of environmental protection as well as extensive farming are the most severe factors. The increasingly serious problem of environmental pollution, on one hand, leads to a negative impact on rural living environment and the whole society to a certain extent; on the other hand, also severely restricts the further development of new rural construction project. Governance of environmental pollution and strengthening of environmental protection is the objective requirement put forward by the new rural construction project, urbanization construction and well-off society construction.This paper uses literature research, questionnaires, field visits, method comparison and inductive analysis to carry out studies on rural environmental issues. Firstly, by reading and studying a lot of literary materials, the author was able to get a preliminary understanding of the current situation of environmental pollution in the rural areas and also its causes. Secondly, through questionnaires and site visits, the author had got a specific understanding of the current situation of environmental pollution in Qingquan town, Qingbaijiang District. Then, the author systematically analyzed the causes of the major problem---pollution, which the town is facing currently. The causes includes indiscriminate use of pesticides and fertilizers, too much garbage, agricultural waste, factory pollution and so on. As presented in the article, the environmental pollution in rural areas is the result of a variety of factors which work together. These factors includes rural area’s lag caused by urban-rural dual economic structure, the government’s lack of management and service functions, imperfect laws and regulations, low knowledge level of farmers, poor awareness of environmental protection, extensive faming, etc.Based on the analysis above, the specific performance of the rural environment and the specific causes of pollution, the author puts forward some countermeasures. Firstly, we should transform our government functions, strengthen the government’s management of the rural environment, and establish and improve rural environmental management. Secondly, we should improve and perfect the laws and regulations related to rural environment, strengthen enforcement of environmental management and protection, severely punish individuals and enterprises that pollute the environment, and strengthen the supervision of the law. Thirdly, we should improve the scientific and cultural quality of rural residents, strengthen publicity and education of laws of the environmental protection and environmental laws, raise their awareness of environmental protection, strengthen their awareness of supervising each other, and fully mobilize their enthusiasm to take part in environmental management and protection. In addition, the township enterprises should learn advanced science and technology to reduce waste water, waste gas and so on. With the support of technology, we are able to develop circular economy. Last but not the least, we should increase financial support from our government and call for all forces in society to open up a wide range of sources of funding. We should also establish channels of rural environmental investment to ensure adequate funding support for the protection and governance of the rural environment...
