As Chinese economy continues to grow and people’s living standards improve, solid waste production is also increasing. In order to solve the increasingly serious problem of municipal solid waste management, our investment in municipal solid waste management continues to grow. Therefore, municipal solid waste problems are eased. However, rural garbage management is almost in a blank state. Choosing Mochi, a town of Jingyan county, Sichuan province as a case, the study try to understand the problems and causes of the existence of rural garbage management, and put forward suggestions in reasonable, through a on-site investigation.The survey shows that the study area has a small garbage output, also the per capita output, but a complex structure of garbage. The local residents produce about 1.8 ton of garbage per day in total and 0.184kg/(p.d) which is lower than the national average of 0.86kg/(p.d). Among them, the kitchen category account the largest proportion of 80.7%. Followed, the rubber category account about 9%. Again, the paper category account about 3.75%. Others share the remaining proportion. Although the kitchen garbage is still the main source of local garbage, but the accounting of rubber class has been close-to the city. With the development of economy, the composition of local garbage will be similar to the city.The study launch a survey of residents through which the dissertation learn that the residents’environmental awareness are generally poor, by asking the relevant laws and daily living habits. By asking the garbage handing habits of the residents, the study learned that they are accustomed to use the organic garbage as Fertilizer and Feed. For the value inorganic waste, most of the residents are willing to sell them, classified. As the lower value garbage, the residents throw them away. Yet, the residents lack of methods to solve the special garbage. Over the survey of the residents’ views about the environment, the satisfaction of the current garbage management and the attitude about the garbage management fee, the study learn that the residents need a higher quality service of garbage management.As the study survey the local government sector, the dissertation know there are some problems about the garbage management here, for instance, negative organization, poor finances, rough infrastructure, lax attitude of workers and mixing the garbage.According to the problems, the study try to find the reasons from both macro and micro analysis. From the macro, The urban-rural dual structure weakens the ability of garbage governance. Smallholder socialization leads to a deluge of garbage. Government lack of understanding the situation of garbage management increase the difficulty of the management. From the micro, lacking of laws and regulations make the management lacking of basis. Shortage of fee makes the management more harder. The absence of government makes the management inefficient. The lagging consciousness of the residents exacerbate the difficulty of the management.According to the reasons, the study suggest that government strengthen the cognition of the situation about the management, improve the supervision mechanism of the management, enrich the funds of the management, improve the environment awareness of the residents and attach importance to the govern of pesticide packaging.
