The Reaserch Of Implementing Guangzhou Living Garbage Classification Management Policy

The problem of living garbage is an important part of government administration.Garbage classification management policy in Guangzhou after 18 years of practice,to explore the government,the public,the market power of integration,adhere to the two grade classification,the low value material recycling and promote waste classification and third party enterp rise operation mode.Guangzhou in 2015 formally promulgated the "garbage classification regulations",put forward to perfect the construction of garbage classification and management of the whole process of system,and gradually realize the full utilization of waste resourerecovery,the primary goal of zero landfill ".Guangzhou living garbage classification management has made great progress,at the same time,in the process of policy implementation is still faced with low public participation,garbage classification standards are not clear,the sorted garbage is mixed,classification and collection system is not perfect,the garbage classification management mechanism and social capital to participate in the long ruling problem lack of power.The study of the existing problems in the implementation of Guangzhou living garbage classification management policy is of practical significance for the realization of recycling,full utilization,primary waste and zero landfill of municipal solid waste in Guangzhou.This paper adopts literature research method,interview method,comparative analysis method,the garbage classification management policy in Guangzhou city as the research object,by Chen Zhenming improved comprehensive policy implementation model as the research framework,based on the implementation of the three members of the public,government,enterprise interview,analysis of the existing Guangzhou city garbage classification management in the implementation of policy issues,put forward based on the promotion of sanitation integration PPP mode,through the purchase of social services to strengthen front-line executive and public training,clear garbage classification management of government and social governance in the responsibilities of all parties involved in the implementation of perfect garbage management policy suggestions,in order to provide policy implications for classification management garbage in Guangzhou city.
