Study On Planning System For Ecological Civilization City Construction Of Wuxi

Accompanied by the accelerating urbanization in China, more and more malfunctions have appeared in urban system. Ecological civilization city construction has provided a useful way to deal with those malfunctions, so it is necessary to study on planning system for ecological civilization city construction. Through this study, theoretical direction and scientific basis can be found for figuring out a healthy way for city development. Wuxi, as one of the cities which have high level urbanization rate and vulnerable ecological system, can be chosen as a typical study area.The study on planning system for ecological civilization city construction mainly focuses on basic ideology, key aspects and index system. However, planning positioning and guiding ideology are absent in basic ideology research, interactions of key aspects are neglected in key aspects study, environmental capacity and relevances among subsystems are not mentioned in index system discuss. In order to make up these inadequencies, this paper firstly defined ecological civilization as well as ecological civilization city, and pointed out that planning for ecological civilization city construction was essentially the construction planning for harmony relations between people and people, people and society, people and environment, economy and environment. Secondly this paper did research on basic ideology, key aspects and index system:(1) Basic ideology:this paper presented planning positioning and principles, as well as guiding ideology targeting at formulating a city which can boast its livable environment, recreational space and eco-industries. Overall mentality of planning was also discussed based on value orientation, social activity and regulation measure.(2) Key aspects:based on the overall mentality, this paper established four aspests which include support subsystem, operation subsystem, construction subsystem and publication subsystem. Support subsystem was designed as the foundation to support operation subsystem and construction subsystem, while publication subsystem was devised as superstructure to guide operation subsystem and construction subsystem.(3) Index system:based on the frame of four key aspects, the index system was constructed by integrating environmental-capacity restricted population and GDP thresholds (calculating formulations of these two indices were proposed accordingly). The result showed the composite index of Wuxi was 0.592, which represented that the city was at metaphase of ecological civilization city construction. Also this paper analyzed the levels of coupling coordinative degree between support and operation subsystem (value=0.696), support and construction subsystem (value=0.685), publication and operation subsystem (value=0.785), publication and construction subsystem (value=0.856). According to these results, the restriction factors for ecological civilization city construction could be concluded as:1) the support ability is weak;2) industry’s resources consumption is still high; 3) the levels of coordinative degree between support and operation subsystem as well as support and construction subsystem are low;3). Thus three strategies, which include improving environment capacity, enhancing development level of eco-industry, and beautification of country living environment, were suggested.
