Research On The Supporting System Of Guiyang Ecological Civilization Demonstration City Construction

In recent years,with the rapid development of economic society and people's material life level higher,to the problem of environmental pollution is becoming more and more serious,all over the world are suffering the consequences of ecological destruction from different level,the current space worsening human survival environment,the ecological environment problem is becoming more and more get the attention of people.In 2012,the 18 th national congress of the communist party of China put forward the concept of "five-in-one integration" of economic,political,cultural,social and ecological progress,elevating ecological progress to an unprecedented strategic height.The construction of ecological civilization demonstration cities can play an active role in promoting and guiding the strengthening of ecological environmental protection,optimizing the spatial layout,adjusting the industrial system,building livable cities and publicizing ecological culture.Although guiyang ecological environment basic condition is good,but there are still various problems,through the supporting system construction of ecological civilization city guiyang to explore research,put forward the ecological civilization city construction in guiyang city the improvementof the supporting system construction countermeasures and Suggestions,for guiyang city to improve the ecological environment and realize the harmonious development of man and nature is of great significance.On the basis of sorting out the research status of ecological civilization city construction and ecological civilization supporting system at home and abroad,and guided by the theory of ecological civilization and sustainable development,this paper studies the administrative management,social development,natural ecology,ecological industry and cultural system of guiyang as an ecological civilization demonstration city.Through the construction of the evaluation index system of ecological civilization city construction that reflects the characteristics of guiyang,the AHP analytic hierarchy process is used to systematically evaluate the current construction status of ecological civilization city of guiyang,and the comprehensive index of ecological civilization city of guiyang from 2013 to 2017 under the current support system is obtained.It points out that there are five problems in guiyang,such as the lack of institutional reform,the imbalance of urban construction,the emphasis on construction and the neglect of management,the layout and structure to be optimized,and the lack of awareness and participation.According to the established evaluation index system,it is found that there are shortcomings in resource conservation,infrastructure improvement and culture andeducation.Finally,combining with the actual situation of guiyang,this paper puts forward Suggestions on constructing and perfecting the five supporting systems of "space development,natural ecology,ecological industry,ecological culture,supervision and supervision" for guiyang to build an ecological civilization city from the perspective of government management.
