Research On Improving The Index System On The Ecological Civilization Construction In Zhangshan City

Because the current situation of environmental pollution in China is becoming more and more serious, any single environmental protection measure cannot meet people’s strong demand for ecological environment protection. The eighteenth conference reports of China’s communist party from the comprehensive perspective proposed to carry out it in all aspects of economies, politics, culture and society and on the whole process of ecological civilization construction. This paper comparatively analyses three sets of ecological civilization construction index system about the 2013 and 2016 version of the Ministry of environmental protection and the 2013 version of national development and Reform Commission, and further analyses the 30 indicators in the 2013 version of Ministry of environmental protection in detail. This study found that nearly 50% of indicators (15) in such an index system have shortage, for example, in-comprehensive index settings, difficulty unconventional indicator statistic, over-high index value, and so forth. Through comparative analysis, this paper thinks that the index system of ecological civilization demonstration city construction (35 indicators of 6 evaluation system) from the 2016 edition of the Ministry of environmental protection is more comprehensive and more operational.Therefore, this paper takes Zhongshan city as an example based on the present situation of ecological civilization construction to make a systematic analysis of the existing problems with the 2016 edition of the estimates of the construction of ecological civilization index. In order to make more intuitive expression of the index system of ecological civilization construction, this paper proposes the introduction of floating target value and the expert scoring system to the index system of the 2016 edition. It concludes that the scores of ecological civilization construction in Zhongshan City in 2014 are 52 points. This paper proposes to adopt area assessment forms to carry out the work to practice ecological civilization assessment, and this work will be carried out by routine. The accounting analysis, the floating target value and expert scoring system of the indicators, can provide the reference template for other small and medium-sized city. This paper analyzes the rationality in the actual operation process of the index, is one of the highlights of this paper.
