Study On Legal System Of Transboundary Air Pollution Preventive Treatment

Since the world as a whole, air pollution anywhere has a strong international. It not only caused a loss of resources citizen’s daily production of cross-border region, necessary for life, affecting the local economic development, but also makes the ecological environment of the area in question is severely damaged.Due to frequent cross-border environmental issues, international transboundary environmental problems caused by the dispute has become an important reason affecting the world peace and development. Therefore, a reasonable solution to transboundary environmental problem becomes particularly important. Transboundary environmental issues including water pollution, soil pollution, air pollution, water pollution and soil present on transboundary pollution research at home and abroad are more foreign to domestic cross-border air pollution control compared to perfect many. A report by the World Health Organization and the United Nations Environment Programme published said:"Air pollution has become the world’s urban population lives in an inescapable reality." Therefore, to improve cross-border air pollution control legal system has become an urgent need and important.This paper is divided into four parts. The first part pointed overview of transboundary air pollution control legal system. The second part describes the current situation of the objective of cross-border air pollution control legal system, and for the status quo from the laws and regulations, control measures, supervision and management, shared responsibility, public participation and other aspects of the analysis of their existing problems. The third section briefly describes the requirements for cross-border air pollution control foreign legal system of laws, treaties and its Enlightenment and Reference. The fourth part learn and absorb the successful experience of foreign countries, combined with national conditions, from the laws and regulations, control measures, supervision and management, shared responsibility, were suggestions to improve cross-border air pollution control aspects of the legal system and public participation.
