With the application of sapphire material continue to increase and expand in fields of the LED lighting, mobile phone screen, watch windows, optical lens, as well as military, aviation, aerospace and other application, the demand for sapphire crystal shows a thriving scene. However, Sapphire growth by heat exchange methods (HEM) Project has the characteristics of high design difficulty, long development cycle, complex process, high product requirements and large investment scale. Scientifically using the research methods to carry out technical risk management of such projects is becoming more and more important.At present, there are few researches on the risk management of the sapphire project development, especially on the technical risk analysis. According to the above characteristics, this paper discusses three aspects of project risk management:risk identification, risk assessment and risk prevention, and identifies the problems in the process of the equipment production, crystal growth, crystal processing, upgrading and external technology risk. Technical risks of individual events were analyzed using fuzzy comprehensive evaluation method according to the technical difficulty, production schedule and production cost. Comprehensive evaluation and analysis on the technical risk of the whole project were also done to provide theoretical basis for enterprise to choose process routes and methods and guard against technical risk of individual events. At last, the paper constructs the dual prevention management measures, namely:the overall response in the project decision-making stage and the response measures to individual events in the project implementation stage. Finally prospects were put forward for further in-depth study on the project.
