In the context of global warming, low-carbon economy is getting more and more attention and support of the country. Low carbon economy is a kind of low energy consumption, low pollution, low emission based on economic development model. Its essence is to improve the energy efficiency and clean energy structure problem.Its core is technology and system innovation and the change of human development.China is advocating the development of low carbon economy in recent years. With the rapid development of economic in Zhejiang province, the province’s energy consumption has increased. Zhejiang province is still given priority to coal in the energy consumption structure, leading to the increase in carbon emissions. Zhejiang province is facing problems and challenges of how to get along well with nature while developing economic. So it is very necessary to study the low carbon economy development level of 11 cities in Zhejiang province and related influence factors of carbon emissions in each city.Combining the theory of low carbon economy and decoupling theory, this paper firstly collected data to calculate the Tapio decoupling index of 11 cities in Zhejiang province from 2000 to 2014, using the causal chain decomposition and the analysis of characteristics of time and space to compare carbon decoupling characteristics of 11 cities in Zhejiang province. Then, the article use carbon intensity, Tapio decoupling state and cultural level of development-carbon productivity level in double dimension these three methods to evaluate the level of low carbon economy in cities of Zhejiang province.Finally, by using clustering analysis to find the weak spot of various cities in the development of the humanities. Through literature review together with the present situation of Zhejiang province we indicate the related factors affecting 11 city carbon emissions, using the principal component analysis(pca) to get the main component, and using the principal component regression method to establish the multivariate linear regression function of the 11 city between per capita carbon emissions and its influencing factors.At last we get the quantitative analysis of the positive and negative influences of various factors.Through the above calculation and analysis, this paper got the following conclusions:(1)The level of Hangzhou’s low carbon economy is at the highest level in the 11 cities, its cultural development level and the carbon productivity level is very high; Zhoushan’s level of low carbon economy lags behind that of Hangzhou; Huzhou, Quzhou’s cultural development levels are not high in the 11 cities, but their carbon productivity level are very high. Ningbo, Shaoxing, Jiaxing’s cultural development level are high in the 11 cities, but their carbon productivity level are low. Wenzhou, Lishui,Jinhua, Taizhou the four cities of humanities and carbon productivity development levels are not high, so their low carbon economy are level.(2)Wenzhou, Taizhou, Jinhua, Huzhou, Hangzhou’s carbon productivity level shows a good trend of development in recent years. In several years the cities are in the strong decoupling state. Zhoushan’s volatility is larger; Quzhou and Lishui’s carbon productivity development have been relatively stable, Quzhou since 2006, Lishui since 2008 have been in a weak decoupling state; Ningbo since 2009 carbon productivity is not good, often in a state of expansion link. Shaoxing, Jiaxing’s carbon productivity level are not stable.(3)From the point of emission elasticity,Zhejiang province excessively dependents on energy resources to support the extensive development pattern of economic growth. The elasticity of elasticity of industrialization illustrate the cities are in the rapid development of industrialization and urbanization,which gives some pressure on the cities of emission reduction work. From the elasticity of economic development, cities are basically in a state of negative decoupling expansion over the years.(4)The carbon influential factors mainly concentrate in the industrial structure, energy structure, energy intensity, urbanization, etc. The second industry, urbanization, energy consumption structure and energy intensity of carbon emissions mainly play a positive role in promoting.Finally the article put forward some methods on the basis of empirical results, like improving the industrial structure and energy structure, reducing the proportion of secondary industry, increasing investment in science and technology to develop clean energy, controlling of urbanization policy recommendations.
