China's economy is now in high-speed development period. In the primary stage, our country is mainly rely on a large amount of energy consumption to improve the development of the economy. At the same time of the national economic growth, the service industry of all walks of life will produce energy consumption, emit large amounts of carbon dioxide,China has become a major greenhouse gas emissions country.Greenhouse gases can cause a series of environmental problems, not only have an impact on the living environment, but also restrict economic growth.Sustainable development has become the inevitable trend of economic development, greenhouse gas emissions are also subject to global concern. As the largest developing country,China's energy saving and emission reduction measures have an important impact on the world.Liaoning is an old industrial base in Northeast China. In the early stage of economic development, energy consumption is mainly driven by economic growth,Liaoning province plays a very important role in the national emission reduction task.In this paper, the domestic and foreign research on carbon emissions are discussed in detail, from the perspective of sustainable development.First of all,it describes the basic economic development of Liaoning Province, and then accounting for the total carbon emissions in Liaoning Province between 1978 and 2015.Overall with economic growth is on the rise.It is proved that the economic and economic growth of Liaoning Province is closely related to energy consumption. The next step is to use the EKC curve to demonstrate the relationship to s how "N" type curve. Then with the decoupling theory of Liaoning Province, the total carbon emissions and economic growth showed mainly weak decoupling state. And then test the cointegration relationship and causality.Prove that balanced development is not a two-way causal link.Economic development is the leading cause of increased carbon emissions,GDP increased by one percentage point,an increase of 29% of carbon emissions. The average decoupling coefficient is 0.29,which is also a test for weak decoupling. Finally from the industrial point of view, using ESD to calculate the carbon emissions of various sectors of the three industries, refinement analysis of the relationship between industry and carbon.Analysis of the second industry with the data for the focus of energy-saving emission reduction departments, for research issues proposed policy recommendations.
