Research On The Obligation Of Enterprises In The PPP Model Of Urban Living Garbage Disposal

In the 21 st century, with the rapid economic development, the accelerated urbanization process, the sharp rise of urban living garbage, the social contradiction caused by garbage disposal is becoming more and more prominent, and it needs to be solved urgently. China has a large population, high waste production, and living garbage disposal costs are huge. The government has been unable to maintain the operation of China’s garbage disposal alone. It can improve the efficiency of garbage disposal, reduce pollution and costs, release the financial pressure on the government and ultimately, more conducive to optimize the allocation of market resources through the cooperation between the government and the private sector to recommend public private partnership PPP mode to realize the industrialization and market construction of garbage disposal.In this paper, we studied the current situation and existing problems of corporate responsibility in urban domestic waste disposal in our country. The main content is divided into four parts. The first part is an overview of urban life garbage disposal and PPP model including the concept, classification and characteristics of municipal waste; PPP model concept, classification and theoretical basis, etc. The second part is urban waste treatment in China using PPP model of corporate responsibility. This part is a summary of the theory and legislation on corporate obligations. The third part is some examples illustrate. In Changzhou City food waste disposal of PPP mode are introduced, to make a concrete analysis of our garbage treatment is introduced into the experiences and problems of PPP mode of enterprises in practice. Fourthly, we discussed on the municipal solid waste disposal PPP mode to fulfill obligations and improve business proposals.This paper focuses on the analysis of the PPP model into municipal waste in business obligations. Through research we found that in the field of waste disposal issues, enterprises faced some issues, including: enterprise obligations faces imperfect relevant laws and regulations, hindering enthusiasm of enterprise and increased the risk of investor; lack of technical specifications about the waste disposal, the actual operation is difficult to set standards; government regulation is imperfect; insufficient public information on the project and the corporate rights is less than obligations, which reduce the enthusiasm for business investment. There is not much research about the enterprise research on PPP projects in our country. I hope that through this article I can make a contribution for future research.
