With the development of the society and economy, the quantity of Municipal solid waste (MSW) is rapidly increasing and the provision of MSW disposal services is a vexing problem for local government in most cities. Public-Private Partnerships (PPP) has been used in our country as a new opportunity to improve the provision of semi-public goods. Combing with the fact of our country, it is necessary to carry out the further study.In this paper, based on the field survey, utilizing the theoretical tools such as game theory, information economics, public choices theory, a systematical study on using PPP to improve the delivery of MSW disposal services in Medium-small Sized Cities is made, centering on the problem in the cooperation between the government and business in the MSW disposal services in Medium-small Sized Cities.Firstly, sum up the types and options of PPP and its conception, feature, the role of government and enterprise, strengths and weakness and put forward the principle in choosing the form of PPP.Secondly, basic thinking of the difference on the target between government and enterprises in cooperation, the model of agency by agreement between government and enterprises is made. Utilizing the model makes some analysisabout management contract and concession contract Find that focus on maximal benefit, enterprises will seek the balance point between reduce cost and lose of employee's leisure in management contract, not only pursue the efficiency. As a result, management contract only can improve efficiency in certain degree. Utilizing the Coumot model and Stackelberg model makes analysis between enterprises, its static and dynamic game analysis is offered and a comparison of competition result in different situation. Find that, when enterprises enter the market in the same time, benefit gained by each enterprise is equal. When enterprises enter the market successively, benefit gained by the first enterprise higher than that of the second enterprise. The benefit gained by the second enterprise would lower than that of enterprise in static game.Thirdly, carried out the field survey and sum up the strengths and weakness in using PPP models to improve the delivery of MSW disposal services in Medium-Small Sized Cities. Find that using PPP models can access to private capital, improve efficiency, reduce costs, improve the MSW disposal services, but it also can bring many problems, such as higher price, lack of labor protection, lower environmental protection. Analysis on these problems from the view of public choice, and put forward the nonlinear features in the cooperation of government, enterprise and public.Finally, basic thinking of the fact of the MSW disposal in Medium-small Sized Cities, combining with the international experience and game analysis between the government and enterprises, enterprises and enterprises, and put forward some recommendations. Improve the legal and institution frameworks, change the function of government, improve the ability of local government, establish the system of motoring and supervision, contestable market and strength the role of third-sector are very important for successful PPP in provision MSW disposal services in Medium-Small Sized Cities.
