With the rapid development of economy, people create huge wealth, but bring a sharp decrease of natural resources and the deterioration of ecological environment, environmental problems have become the bottleneck of sustainable development of human society. At present, the key and difficult points of environmental pollution control in China are turning to agriculture and rural areas. Specially, in some areas, livestock husbandry occupies an absolute proportion of household income. The pollution caused by livestock husbandry accounted for the vast majority of agricultural non-point sources pollution.Erhai is the Mother Lake of Dianxi in Yunnan province and the basic source for local people living on. Their production and life behavior play a crucial role in protecting the environment of Erhai. In the local area, it is the traditional to feed cows, and there are large scale of small livestock husbandry. The improper treatment of cow manure is the main reason of agricultural non-point source pollution in Erhai Basin. The pollution control technology has been developed very mature, so it is urgent to study the environmental management. We must have a good management of small livestock husbandry in Erhai Basin. Encouraging scattered households to scale, so that we can have a better deal with the livestock wastes, effectively control the livestock non-point source pollution.This paper studied the appropriate pattern and construct possibility of the large-scale farms(District).This survey was conducted with questionnaire investigation and contingent valuation method(CVM) that we found out residents′ willingness to pay for improving the environment of Erhai and to put there scatter cows into the large-scale farms(District). Then we evaluated out three main influencing factors of there scale willingness with the EViews software. Finally, we put forward the incentive policy and mechanism for the prevention and control of the non-point source pollution caused by household livestock husbandry in Erhai Basin. Thus provide decision and policy support to scientific, reasonable and effectively dealt with the agricultural non-point source pollution control in Erhai basin.The main conclusions in this paper are as follows:1. Local residents? willingness to pay for improving the environment of Erhai varied from 106.69 to 131.72 yuan per household every year.2. The influence that whether the local farmers know the current living environment pollution and the harm of the environment pollution is not significant.3. The influence that if the local farmers know the environmental protection knowledge and policy is not significant.4. “The age”、“The way of waste treatment and utilization”、“The willingness to put their waste into the village cesspool for unified handling” are the three main factors of the willingness to put there scatter cows into the large-scale farms(community).5. The net income of the large-scale farming is much higher than the small scale. It is possible to construct large-scale farms(community) in Erhai basin through the survey of the willingness of farmers. And the moderate scale is the future development of the livestock husbandry.
