With the rapid development of economy and the advancement of industrialization and urbanization, as a pillar industry of the national economy, iron and steel industry consumes a lot of energy and causes serious environmental pollution while meeting the needs of national economic development. Implementing cleaner production(CP) is an important way for iron and steel enterprises(ISEs) to realize the sustainable development and improve its environmental performance. In real life, many ISEs have begun to implement CP to minimize environmental pollution under pressure from the government and civil society, and the effectiveness of it has become the focus of the relevant management departments. The CP performance evaluation of ISEs is a complicated system engineering. Incomplete information and the lack of decision makers’knowledge and experience make the decision makers fail to give some assessment information sometimes in the evaluation process or the evaluation information given by them is vagueness. Hence, how to deal with the problem of ISE CP performance evaluation is a topic which needs thoroughly to investigate. However, the problem of ISE CP performance evaluation with incomplete information has rarely been examined.It is for this reason that we propose an approach for evaluating ISE CP performance under incomplete information in this paper. On the basis of giving the definition of the related CP performance concepts and determining the principle of constructing evaluation index system, we first give the design concept for CP performance evaluation index system and construct CP evaluation index systems of ISEs. Then, considering the uncertainty or fuzzy information in the evaluation process and combining with the characteristics of ISEs, we apply the ER approach to establish the corresponding evaluation model based on introducing the basic concept of evidential reasoning and its general evaluation mode, which includes the description of evaluation index system, the determination of evaluation grades, the calculation flow of evaluation model, etc. Finally, taking ISE A as an example, we evaluate its CP performance through the index weight calculation, data acquisition and preprocessing and IDS software modeling, and then identify the existing problems in implementing CP and provide corresponding improvement suggestions.This paper offers three key contributions. First, for academic researchers, this study takes the incomplete evaluation information into consideration and then proposes a new evaluation approach. Related research results will help to enrich evidence theory and clean production theory and its application space. Second, for the industry of iron and steel, the proposed CP evaluation system enables ISEs to have comprehensive and objective understanding of its CP performance and identify the existing problems in implementing CP,which plays an important role in guiding ISEs to implement CP and adjusting its production strategy. Third, for government departments, the CP evaluation system can be used as a management tool to help better understand the CP performance level of the industry, which has a positive and realistic significance in promoting CP development of iron and steel industry and making corresponding policies.
