Research About Risk Assessment Of Regional Airport Aviation Oil Supplier

Providing fuel for the aircraft is a part of airport ground support services.lt includs receivement,storage and refueling of aviation fuel in the fuel supply process. Aviation oil is a kind of dangerous chemical, it is inflammable, explosive, poisonous, toxic, volatile and easy to produce static electricity.There are high quality assurance risks of aviation fuel supply and security risks in the process of aircraft refueling services. In the fuel operation management, it is always a focus to ensuring safe operation in the aviation fuel supply and keeping the quality of aviation fuel. Aviation fuel supply in the regional airports belongs to services that manage the dangerous chemical,and it also has the characteristics of logistics enterprises from the production process,like long supply chains,wide coverage, high risks in the process of transportation,etc. these are many questions that warrant further study in the fuel operation management.This study has used literature research method and field survey method to research the regional airport aviation fuel enterprises in Sichuan area,and it has run through the laws and regulations, rules and standards which are used in the fuel operation management,selected a representative of the XX aviation fuel supply station as the object of research,used basics of safety assessment to identify dangerous and harmful factors in the surrounding environment, general layout,building, productive process and repair process,and used the LEC method to evaluate the dangers when the operators are working in the potentially dangerous environment and analysed the dangers and harmful factors,the main risks are caused by a variety of factors of fire,explosion, poisoning, asphyxia,electric shock and traffic accident,etcThis paper also has used safety check list evaluation method to inspect and distinguish the danger of general layout, designing building, equipment security features and safety management system in the XX aviation fuel supply station,it also used safety check list to find out different kinds of potential safety hazards in the system and put forward the safety administration countermeasures.We should start from the security technology, safety management and prevent the appearance of induced factors of accidents.Based on the analysis of the regional airport aviation fuel development process and the present situation of safety management,combined with the problems of regional aviation safety management,learned from the experience of risk assessment at home and abroad, put forward the basic ideas and countermeasures of enhancing regional airport aviation safety management. Considering the actual situation of management system、staff duties、operation process、equipment and facilities in the XX aviation fuel supply station, we should run through it by proper laws and regulations and carry out the risk source identification and evaluation in each operation process.According to this,we can make further study of safety management measures in supply station and make countermeasures and recommendations on it.Finally,this article is also providing a model for other civil aviation enterprises.
