Under the background of worsening water environment, the self-purification capacity of water is limited, which makes the scarcity of the water environment capacity appeared gradually as a kind of nature resource. In order to reflect the economic value of water environment capacity and ensure the rights of discharging pollutants of polluters, the emission trading system should be introduced to reallocate the water environment capacity to reduce pollutants into the river, which is the requirement of water environment management under the limited pollution load red line of water function zone. And the emission trading system is also an inevitable choice to guarantee the sustainable utilization of water ecologic environment. The emission rights allocation is the basis of the emission trading, but the emission rights has not been allocated in rivers at present. Therefore, the research on allocation and trading of watershed emission rights were developed, and allocation and trading models of watershed emission rights were constructed, which can play an important role in the rational allocation of environmental resources, the coordinated development of society and economy, and ecologic environment protection.Based on the analysis of allocation and trading research progress of emission rights at home and abroad, the following contents were researched combing with the the limited pollution load red line of water function zone of the most strict water resources management system.1. The concepts of emission rights, pollution control and the relationship between them were analyzed deeply. And the research characteristics were put forwarded based on pollutant control. Then the theoretical foundation of emission rights and key technologies based on pollutant control were expounded.2. The two-layer emission rights allocation model based on the gradual decomposition of limited total amount of sewage was developed. This model can improve the harmony degree among different regions in the watershed through the first layer allocation. And it can also reduce the bias of emission rights and water environment capacity in different calculation units of watershed through the second layer allocation. The mode can not only provide theoretical reference for related administrative departments in allocating emission rights, but also provide the basis for watershed emission rights trading.3. The tradable emission rights were first calculated by application of the water quality model, pollutant carrying capacity calculation model and emission reduction potential calculation model. Then the multi-objective optimization model based on pollutant control was developed. At last, the NSGA-Ⅱwas applied in generating the scheme set, and the YCRT was used for selecting a more suitable scheme from the scheme set.4. The allocation and trading model of emission rights were applied in the Shayinghe watershed with the collected data. And the two-layer allocation of emission rights and the emission rights trading which were used in the branches first and then main stream in Shayinghe watershed were developed. Then Harmony Theory, Fmincon Function, Objective Programming, NSGA- Ⅱ and YCRT were applied in getting the optimal solution. In the end, the emission rights trading schemes under different management decisions were analyzed.
