Research On The Design And Application Of Safety Production Education And Training System Based On Competency

In recent years,the situation of production safety in China is severe and complicated, especially major accidentsoccur frequently and bring about serious harm, exposing the safety production system mechanisms and legal system are imperfect, concept of the development of safety is not solid, does not carry the main responsibility for the enterprise, safety supervision of law enforcement is not strictly etc. More critical problem is the human factor, poor staff safety quality and safety habits.Heinrich’s law tells us that there are 88 man-made causeaccidents in 100 accidents.Accident prevention "3E" measures point out, safety education measures is to improve the safety quality of employees, an important part of the prevention of accidents. Thus, to control the occurrence of accidents, control of unsafe behavior is the key.In accordance with the different mode of development and the overall mentality, since the founding of China’s production safety training course of development can be divided into three stages.Since 2002 the production safety law promulgated, 2003 Saws formulated the "safety production training system plan(Draft)", the stage of production safety training with obvious characteristics on the development of the system. However, there are still some problems, such as the scope of training is not full, the training quality is not high, the infrastructure is weak. So the research on the safety production education and training system has the theoretical and practical needs.Safety education and training system construction is a systematic project, from the perspective of safety education and training of the current situation analysis and the related theories, research content including safety production education and training system design theory research, safety production education and training systemdesign based on the competency model and rendering learning map.First, concepts of safety education and training were comparative study,research on the competency and model of competency,and the basic theory of system design is studied, including: system engineering basic theory, method and PDCA model. Then,based on safety competency,using 3D model of hall system, from the three dimensions of training objects, training content, training methods of the construction of the system model, the training object points for the government and enterprises, the training contents include general safety knowledge, basic safety knowledge, professional safety knowledge and training methods is divided into regular and non-regular.Then,using the theory of learning map to analyze the task of different objects, the ability to classify and grade, the design of learning plan and the study of map drawing.Finally, an empirical study was carried out in the General design institute, to verify its feasibility. The system and learning map provide a theoretical reference and method for the education and training of production safety work, the government and enterprises can grasp the overall safety education training work.
