Global warming and climate disasters seriously affect food production, human life and the natural environment. How to develop low-carbon economy and achieve the carbon reduction goal attracts the attention of academics and practitioners. China accupies a large share of carbon emissions. To address the increasingly serious problems of climate change, the Chinese government put forward the plans that the carbon emissions should reach the peak around 2030. However, "market failure" problem shows that it is difficult to achieve this goal by using the market rules alone, and the government must take part in it. Therefore, under this background, the study of the paths and effects of environmental regulation on carbon emissions will benefits the formulation and implementation of environmental regulation policy and has important theoretical and practical significance for the successful realization of our carbon reduction targets.This paper firstly described the performance of environmental regulations and carbon emissions in China and each province, and then analyzed the paths of environmental regulation on China’s carbon emissions by using mediating effect method. After that, this paper used the quantile regression to analyze the direct effect of the environmental regulation on carbon emissions and used the fixed effects panel regression model to estimate the indirect effects of environmental regulations on carbon emissions. At last, this paper investigates the threshold effects of environmental regulations, economic development level and FDI on emission reduction effect of industrial restructuring. The main results are as follows: Environmental regulation will not only have a direct impact on carbon emissions, but also exerts an indirect impact by transmission channels of industrial structure; The higher the level of carbon emission is, the lower the carbon reduction effect is; The higher the level of environmental regulation is, the more significant emission reduction effect of industrial restructuring is; The local governmental competitions have dual threshold effect on emission reduction:from the perspective of economic development level, the emission reduction effect of industrial restructuring manifests inverted U-shaped curve; from the perspective of FDI, the effect behaves N-shape. At last, this paper raises the corresponding countermeasures and suggestions.
