The Action Path And Threshold Effect Analysis Of Environmental Regulation On Carbon Emissions

Since the industrial revolution of the eighteenth century,Industrialization greatly promoted the development of human society.However,the pattern of economic development is at the cost of great consumption of energy.As it greatly promote the progress of human material civilization,it has caused the incalculable damage to ecological environment.Global warming has become the environmental problems faced by the whole human society.Under the double pressure of economic development and environmental protection,the government,enterprises and the public pay more and more attention to the formulation and implementation of the environmental regulation.Studies about the effect of environmental regulation on carbon emission reduction has important practical significance.Based on the panel data of 30 provincial areas of China from 2000 to 2013,the paper take our country's carbon emissions intensity as the research object.On the basis study of the important factors influencing the carbon intensity,the paper mainly explores the mechanism of environmental regulation to carbon emission intensity through the four variables:the industrial structure,energy structure,technology innovation,and foreign direct investment,and uses the measuring method and the model to validate the effect of environmental regulation to carbon emissions through the four intermediate variables.Results show that environmental regulation can reduce China's carbon intensity through the effective adjustment of industrial structure and energy structure,and the environmental regulation have no significant impact on carbon emission through foreign direct investment and technological innovation,the corresponding path can't run efficiently.In order to further explore the optimal levels of environmental regulation and how economic development level and human capital level factor influence the effect of environmental regulation to carbon emission reduction,the paper use the model of the non-dynamic threshold panel with environmental regulation's mediation effect of industrial structure and energy structure as threshold dependent variables,and environmental regulation level,regional economic development level and human capital level as the threshold variable.Studies have shown that environmental regulation has significant threshold effect for carbon emissions intensity.When the level of the regional economic devedopment or environmental regulation is too low,environmental regulation leads to Green paradox,causing the inhibitory effect on carbon emission reduction.And when environmental regulation reached medium or high levels,environmental regulation can effectively reduce the carbon emission intensity.When the level of economic development under the medium level,environmental regulation can effectively reduce the carbon intensity,but at a high level,environmental regulation of carbon intensity effect is not significant.Whether the level of human capital is low or high,environmental regulation can effectively reduce the carbon intensity.But with the high levels of human capital,environmental regulation have a better effect on carbon emission reduction.Finally,the article provide relevant policy recommendations on environmental regulation formulation and implementation.
