Implementation Problems Of Food Waste Recycling Policy Of Beijing Municipality And Their Solutions

With the increasing of population,as the capital of China,Beij ing’s living garbage and eat hutch garbage have a sharp increasing. Over the years, Beijing introduced the public Polices of eat hutch garbage recycling, but as a result of the policy execution obstruction, sanitation processing power is insufficient, lack of supervision and the residents’environmental awareness needs to improve, the high cost of recycling,and interests driving, the effect of policy implementation effect is not satisfactory.Living garbage recycling as a public service, not only the basic guarantee of People’s Daily life, but also the performance of government departments resource allocation function, but also the important research content of public policy. In this paper, based on the Smith model on the basis of the eat hutch garbage recycling policy implementation present situation, problems, reasons and systemic research on the advanced experience at home and abroad and the consummation countermeasure, in order to continuous improvement of eat hutch garbage collection for the government use public policy to provide the reference and reference. Full text includes six chapters:The first chapter is the introduction of this article, first introduced the thesis research background, this paper expounds the research status were reviewed, and the thesis involves illustrates the basic concepts and related theories, mainly include the policy implementation theory and concept of eat hutch garbage.The second chapter mainly eat hutch garbage recycling policy problems in Beijing were analyzed, and the first analyzed the eat hutch garbage recycling policy implementation present situation, including Of eat hutch garbage recycling policy implementation agencies, relevant policies, and recycling policy implementation effect. Then, analyses the Beijing eat hutch garbage recycling the main problems existing in the process of policy implementation.The third chapter is Beijing eat hutch garbage recycling policy execution problems cause analysis, Smith model and the applicability of this article is firstly analyzed, then using the Smith policy execution model analysis the eat hutch garbage recycling policy execution problems in Beijing, from the defect of the policy itself, actuators, target groups and environmental factors from four aspects to find out the cause of execution problems and obstacles.
