Beijing, the capital of China, has entered a period of rapid growth of permanent population in the twenty-first century. By the end of 2014, the city’s permanent population reached 21,516 million. At present, the daily household waste per capita in Beijing is 1 kilogram, which leads to 20,000 tons of household waste and 2000 tons of food waste for the city every day. And with the increase of population, waste output is growing at an annual rate of 3.6%.Beijing, aiming to be an international city, is facing the environment problem common to all extra large cities. As the nation’s capital, Beijing has issued a number of policies on food waste recycling. But the policies have not been implemented as expected, resulting from such reasons as resistance to policy implementation, inadequate processing facilities, lack of comprehensive supervision, and the residents’ weak environment protection consciousness.
