Reasonable allocation of the water function area point source reductions has an important influence on the protection of the water environmental quality, and promotes economic and social development in the water function demarcation within. And now, the research of water function demarcation on water pollutant reductions allocation is still less, the existing distribution both in principle and methods are not perfect, and is difficult to implement.In this paper, we selected the scenery and recreation, industrial water zone of Ancient Canal Yangzhou from the 68 water functional zones as the research case, which based on the reductions allocate meet the principle of fairness, taking into account the differences of economic level technical of every sewage unit, put forward the main allocation of "Water Ribbon-pollution", adopted proportional allocation method which was improved, got the allocation results which corresponded the principle of fairness and took into account the economic situation of every sewage unit.The main conclusions are as follows:(1) By the review of the total control, water environment capacity, receiving waters allow dirt holding capacity and other indicators, we can summarize that:the total allocation, environmental capacity allocation, allowable emissions allocation, reductions allocation and so on, its essence is basically the same, it illustrates that one of the key issues to achieve the goal of total control is to reduce the reduction of point source scientifically and legitimately. The advantages and disadvantages, the scope of application of the proportional distribution method, distribution method according to the contribution rate cuts and other four kinds of allocation method was analyzed, which pointed that Gini Coefficient is not available for distribution of point sources of specific water functional area.(2) In order to reflect fairness and diversity, and take into account of actual operability, the author improved the proportional allocation method. Index system covers industry characteristics, processing costs, pollution position, waste water treatment technology maturity and business affordability five aspects. Taking into account the adjustment of national industrial policy, the author increases the indicator of characteristics of the industry, which was on the basis of previous studies, it can be characterized by emissions per unit of industrial added value.(3) The water quality compliance rate is 59.4% of 68 water function areas in Yangzhou in 2013, which compared with the planning objectives of 2015, there are still some gaps, it illustrates that the amount of pollutants into the river have to be controlled of the water function demarcation. So, it required reasonable reductions for each sewage pollutant discharge port of water function demarcation.(4) The empirical results of the scenery and recreation, industrial water zone of Ancient Canal Yangzhou. According to the calculated index weight by entropy method, the maximum weight of various factors is the emissions of per unit of industrial added value, it illustrates that it has the greatest impact on the distribution, the remaining factors decreasing order:net income, the distance to control section, tons of water treatment costs, and the industrial waste water pollutant removal.To compare the results of the two methods of distribution, although the allocation results are not entirely consistent, but the trends of the allocation results are basically the same, which illustrate that the industry characteristics, location sources and other factors that affect the distribution of results for still got well represented.Stated thus, the allocation index and allocation methods here in chosen were reasonable and the allocation scheme were basic feasible.
