In November 2014,the Chinese Government formally proposed for the first time through the Sino-US Joint Statement on Climate Change that China would peak its carbon emission around 2030.And then China planed to launch a national carbon trading market in 2017,part of a joint presidential statement issued by China and the United States in September 2015.That means the government must allocate the reduction burden to regions and provinces in order to meet the reducing target.The first problem to be solved is that how to design a fair and reasonable allocation method.Using statistic data from 2000 to 2012 of China,based on greenhouse gas inventory method of IPCC,this paper established the framework of carbon emission estimation system of China,estimated the carbon emission in China from 2000 to 2012,and analyzed the carbon emission that considering the time factor.And on the basis of relationships between carbon emission intensity and economic output,population,the proportion of industrial structure and the structure of energy utilization,analyzed various factors bring about emissions differences between the provinces.30 provinces have been classified into several different emission groups.This paper builds an identity based on population,economic development level,economic structure,energy mix,and analyzed the situation of carbon emission during 2000 to 2012 at provincial level by using LMD method.The research shows that rapid growth of economic development is the main factor that cause continuous increasing of China's carbon emission;energy intensity is the main factor that in reducing carbon emission of China;reduce the carbon emission intensity is an implicit factor to control carbon emission increased;population has little influence to the growth of carbon emission.Based on the upper research,this paper introduced the information entropy theory and further decomposed the influencing factors of carbon emission into seven factors,which were population size,per capita GDP,economic structure,energy mix,energy intensity,emission intensity and history cumulative emissions respectively.Then this paper calculated the information entropy value and information entropy weight of each factor according to the information entroy theory.After that this paper calculated the comprehensive value of each region and provinces.Then allocate the reduction burden to 30 provinces according to the comprehensive value.Based on carbon emission trading market system,finally,the emission allowance should be allocated to the company.Carbon allowance allocation methods are the important foundation and center part of carbon trading system.This paper has studied the latest research results at home and abroad,and referred the practice lessons learned from international carbon emission allowance allocation mechanisms,such as the EU's EUETS,which had a lot in common with China' situation.Then introducing the practice of allowance allocation mechanism in carbon pilot.Finally,this paper presents some useful suggestions and problems on the national carbon trading market'allocation methods.
