In recent years, urban infrastructure construction by the national support, sewage treatment plant construction investment for BOT financing mode gradually become a local government agencies and enterprises investment such as one of the hot spot of concern to interested parties. In expanding the market share at the same time, how to adopt BOT investment mode in the construction of sewage treatment plant project whole life period management, effectively has become the national large and medium-sized water companies on the sustainable developmentā€™s important topic.In this paper, the northwest region of Guangdong based on wastewater treatment project, analysis of project investment decision-making stage, project implementation stage, stage of project management for the daily operation management process, after the project evaluation stage. Found in the project decision-making stage, the existing problems in daily processing capacity is less than 30000 tons of sewage treatment plant profitability is weak, the pipe is too long will increase the construction cost of the project, the construction of large scale or matching unreasonable network design is not perfect and the factory will increase the operating costs of the project, decision-making phase clarificaiton caused by inadequate connection does not reach the designated position, in turn, affects project construction phases of the project construction period and the total investment, etc., put forward specific project development principle, enhance the solution of the investment decision-making clarificaiton work; In the project implementation stage, project compliance procedures not perfect, project investment budget, the problem of process management is not standard, put forward on the system, investment management, budget management, project management and the construction closer cooperation unit management measures; In project management for the daily operation phase, non-standard production management system, the operation period of the procurement management is not standard, the imperfect management of using the operating period, put forward in the production management system, operational phase of the procurement management and management to establish management system using the operating period of improvement measures.Second, a sewage treatment plant in maoming city as an example, from the schedule, quality, cost and so on three sub-goals is analyzed, this paper adopts the whole life period after process management achievements of the main achievements about 2012 years ago investment factory engineering unit of construction project construction cost is 2627 yuan/ton, 2012 years later adopted the life period of process management unit project construction cost is 1980 yuan/ton, the unit cost savings of 24.63%.Through the empirical analysis, the study found in case project construction, commissioning, transfer the risks are: financial risk capital(project risk and risk of loan principal), strategic risk(the risk, the risk of investment opportunity missed), legal risk(integrity, risk, project compliance risk), project risk management(on schedule, cost control risk, benefit, engineering settlement risk); Risk of legacy problems, stage operating cash flow control risk, operating accounts receivable risk; Residual risk. Risk management countermeasures: strengthening the financial management to dissolve the risk, and actively seek the support of local government, to take effective means(effectiveness supervision, standardize project compliance procedures) to evade the law risk; Take effective measures to circumvent the risk of project management; Actively establish good communication with the surrounding residents, where the project is located, active communication with local government authorities, seeking help, promote internal operation management level(section through standard management, the unit processing cost 4.3%, calculated on annual forecasts 420 million tons of sewage, indirect produce economic benefits of about 8.4 million yuan); Complete maintenance of the franchise agreement and clear hand over standard.Finally, to summarize this article conclusion, phase of urban sewage treatment BOT project life-cycle management were discussed and Suggestions for the future development.
