First of all,the paper points out the severe situation of Chinese coalmine work safety, the total number of coalmine accidents is still high and the severe and have caused significant losses for companies and countries. As well as the main problems and challenge of Chinese coalmine work safety. Meantime the “management” is the main reason in most of statistical work safety accidents, and compares the international coalmine security management model and features with domestic`s, derives deficiencies and developing tendency of Chinese coalmine safety management.Moreover, the connotations and related theories of coalmine safety refined management are disserted.this paper uses the basic theory of safety engineering, safety management, refine management, humanistic management to construct the VOEC system of coalmine safety management(V:Value, O:Overall, E:Everyone, Everything,Every day, C: Control, Clear).This system includes work target system, day report system, incentive mechanism of value system. The overall thinking, procedures of constructing and operational principles of VOEC safety management system are elaborated.Then, positive research of VOEC safety management in Sanjiaohe Mine Company.Manage hazard critical control point.Expounding the operation of internal market management in Sanjiaohe. Implementing of the coal mine safety work post value quantified by the safe quota system and security risks of price system, lay the foundation for the implementation of VOEC safety managementFinally, evaluated Sanjiaohe Mine with implementation effect and economic benefit.Establish the evaluation index system of VOEC safety management, and determine the weight of each index with AHP. Utilize the fuzzy mathematics, the Fuzzy Comprehensive Evaluation Model of VOEC is be given. At the same time, the paper describes the dialectical unity relation in View of Philosophy. Combined with grey prediction model GM(1,1) to predict the coalmine`s business benefits which Implement the VOEC safety management. Through the evaluation it can be obtained that the management of VOEC in Sanjiaohe Mine has certain effect, it include : production safety situation improved obviously, enhancing the safety awareness of workers,improving the working measures,the technology content and controllable degrees ofsafety management, the environment of coal mine has been further improved It proves that the VOEC safety management is scientific and feasible, and Sanjiaohe Mine gains some effects.
