Research On The PPP Model Of Urban Air Pollution Control

China’s urban air pollution situation is grim, showing a wide coverage, long duration, and extreme difficulty at which tries to deal with etc., which has a huge negative impact on society, economy, public health and our lives. Under the circumstance of severe air pollution, public’s calling for clean air is dramatically increasing. Facing the plight of the current air pollution control, there is an urgent need for Chinese government to change its way to deal with urban air pollution and seek a more effective way for air pollution governance. After 20 years development, the PPP mode in China already has achieved several successful practices in the field of environmental governance, which provides a mature mode of governance for urban air pollution control.With the urban air pollution control as the starting point, this paper adopts literature research, comparative research and case study on the ground of a good analysis of related literature, policy documents and practical cases to find out the problems in urban air pollution control in China, and explores effective ways and methods to control air pollution.The first part of this essay includes research background, research significance, Related concepts, the research both at home and abroad, the research goal and the research train of thought, research methods and research framework, research design of this paper umbrella overview, which is an overview of this essay; the second part introduces the related theories of PPP mode and explains the specific mechanisms. The theories mainly adopted in this article are public-private partnership, collaborative governance theory, principal-agent theory and public goods theory. By elaborating these theories, this part lays a solid theoretical basis for the following discussion; the third part,mainly discusses the path choices of urban air pollution control. I will first state the difficulties of two air pollution control methods – the government public welfare model and the completely private model – respectively; then I will elaborate the path selection of air pollution control from the PPP mode participation main body, the operation process and goals of governance angle, and more importantly, I will introduce of PPP model in the field of urban air pollution control. The fourth part uses Shanghai xinzhuang CCHP project as an example and conducts the analysis and research on the xinzhuang CCHP project from aspects such as the operation mechanism, the successful expertise, the existing problems and experience revelation dimensions, which shows more intuitively the role of PPP model in the field of urban air pollution treatment and provides empirical reference for urban air pollution control. The fifth part aims at optimizing the PPP mode of urban air pollution from four aspects: the evaluation system, the sound design and risk financing structure, policies and regulations to expand sharing. It discusses how to optimize PPP mode of urban air pollution.
