Research On The Effectiveness Of Gahai-zecha National Nature Reserve In Gannan Of Gansu Province

Since 1956, our country has built many levels of nature reserve, However, some protected areas shrinkage of wetlands, grassland degradation, forest area decreases, reducing the number of rare animals and plants and other ecological problems still exist, Even some reserve ecological problems become more serious. Therefore, effectiveness evaluation research on nature reserve is imperative. Reserve effectiveness assessment, not only to do a full inspection to reserve work, and, through the evaluation results can be diagnosed with certain problems of restricting the protection effect, reflect the reserves work shortcomings. From this, we can put forward some suggestions for the protection area, promote the improvement of the management mode, and improve the effectiveness of the protection.Gahai- zecha National Nature Reserve is integrated with a variety of meadows, high altitude wetlands, forests and rare wildlife resources. In our country is very rare. This paper adopts the method of comparative analysis and comprehensive analysis, From two aspects of results and protect way, Constructing evaluation index system, To evaluate the Gahai- zecha nature reserve the effectiveness of the work in 2003-2013. The results show:(1) From the establishment of the protected area authority to 2013, the area of wetland in the protected area is increasing. among them, lake wetlands, marsh wetlands increased more significantly. The increasing of wetland area,on the one hand, due to the improvement of natural conditions, on the other hand, the protective measures in the protected areas also played a very positive role.(2) since the establishment of the protected area authority, strengthen forest management, spraying pesticide regularly. The problem of illegal logging, forest fires, pests and diseases have been effectively prevention. 2003-2013, the forest area increased 476 hm2, shrub land increased 1000hm2, woodland area reduced by 60%. The forest quality was obviously improved, the forest production capacity was increased, and the forest ecological benefit was significantly improved in the protected area.(3) the conservation of the ecological environment improvement and daily management of staff, since the establishment of the reserve administration,the number of national first class protected animals,two national protected animals, "Three" animals is increasing. furthermore, several new species are discovered.(4) Based on the wetland area change rate, change of forest area rate, rare animals and plants quantitative variations in the rate, evaluation of Gahai zecha nature reserve 2003-2013 ecological protection effect, the final score was 78.1.(5) Reference of the development of the IUCN WCPA management assessment framework to build the evaluation index system,adopting the combination of questionnaire investigation and expert consultation method, using the analytic hierarchy process to evaluate the Gahai- zecha nature reserve protection way. The final score was 78.45.(6) From protection results evaluation and protection way evaluation results can be seen that reserve administration in recent years have taken many practical and feasible measures, reserve protection effect is better. But from the point of individual index score, reserve job there are several problems, this paper gives the corresponding Suggestions for improvement.
